Policy 358Fremont Police Department City Official Infraction Enforcement, Department Assistance 358.1 PURPOSE AND SCOPE To outline procedures to be followed when city officials request police assistance and assist city officials in carrying out enforcement of city ordinances and zoning requirements. 358.2 PROCEDURES (a)The City Manager has authorized specific city officials to issue enforcement citations for infraction violations of city ordinances which fall within their duties to enforce - e.g., parking violations at city parks, zoning violation, etc. 1.Authorized city officials will only issue citations after other means of obtaining compliance with the ordinance have failed. 2.Authorized city officials will normally not request police assistance unless the violator refuses to sign the citation. 3.Officers assigned to respond to the city officials call for assistance should attempt to persuade the violator to sign the citation. 4.If the person still refuses, the officer will have the city official sign the citizens arrest block on the CAR and will then take the person into custody. 5.The officer will transport the arrestee to the detention facility and will complete the CAR. The city official will be responsible for completing all other reports connected with the incident. (b)Equipment Room personnel of the Police Department will provide citations to city officials who have been authorized to issue them. 1.The supervisor in charge of city officials authorized to issue citations will contact the Equipment Room of the Police Department and request the number of citation books needed. 2.The Equipment Room personnel of the Police Department will ensure that a traffic citation book receipt (FPD Form #1061) is filled out for each citation book issued. 3.The city supervisor obtaining the citation books from the Police Department's Equipment Room will be responsible for maintaining control on all citations issued to his department. This control shall include a file on all voided citations. (a)Police Department Records will enter all traffic citation book receipts made out to city officials in the appropriate computer system for retrieval purposes.
