Policy 342Fremont Police Department Alameda County Chiefs / Sheriff Alert System 342.1 PURPOSE AND SCOPE The purpose of this policy is to provide guidance to members of this department in determining when, how and to whom notification of major incidents should be made. 342.1.1 CHIEFS / SHERIFF ALERT SYSTEM, ALAMEDA COUNTY This Department will participate in programs designed to enhance the dissemination of critical information to other law enforcement agencies during a period of existing or threatened disaster or state of emergency. The Fremont Police Department will participate in a county-wide enforcement alert system for the dissemination of accurate information concerning critical, public safety activities as expeditiously as possible to all on-duty law enforcement personnel in the county. The purpose of this participation is to initiate a coordinated county-wide security response during a period of existing or threatened disaster or state of emergency. 342.1.2 PROCEDURE FOR INITIATING COUNTY ALERT SYSTEM (a)The Activity Alert System for Alameda County will be utilized in the following activities: 1.Raids - Police/Military Facilities 2.Threats - Public Utility Disruption 3.Rioting 4.Assassination 5.Bombing 6.Sniper Attacks - Police Personnel, Equipment, and/or Facilities 7.Kidnapping (Public Figure) 8.Weapons of Mass Destruction Event (b)A Civil Disorder Alert shall be issued to all Police and Sheriff stations within the county following a verified report of a public figure assassination, the shooting of an Officer, a bombing, kidnapping, or other serious or threatened disorder, providing: 1.The event is likely to have community-wide, public safety or news impact and; 2.The Chief Administrative Officer of the Department with investigative jurisdiction, or his designee, approves dissemination of the information. (c)All alert notification requests should be routed to the "Alameda County Civil Disorder Activity Alert System." 1.The Alameda County Sheriff's Department will relay the alert notification message to all Alameda County Police Departments. Published with permission by Fremont Police DepartmentAlameda County Chiefs / Sheriff Alert System - 1 Fremont Police Department Alameda County Chiefs / Sheriff Alert System 2.This system can be accessed through the CLETS "ADMIN" mask. 3.The mnemonic code that should be used to send the message to is "oak0." 4.This will disseminate the message to all the participating law enforcement agencies within Alameda County. 5.This is a closed system and can only be accessed through our main CLETS terminal. 6.The Fremont Police Department Communications Technician responsible for sending the alert shall also make telephone contact with the Alameda County Office of Emergency Services (during business hours) or (after hours) with the Alameda County Communications Center. 7.Agencies receiving an alert notification message shall avoid callback inquiries to the sender to obtain additional information. 8.All additional information will be furnished as developed by the sender to the Alameda County Sheriff's Department, for dissemination to participating agencies. (d)The Alameda County Sheriff's Department will serve as the Liaison Information Center to: 1.Keep the county agencies currently informed of situational developments. 2.Process requests for specialized equipment, resources, or for mutual aid assistance as per established procedures. (e)All information transmitted by the Alameda County Chiefs/Sheriff Alert System shall be restricted to law enforcement use only and shall not be released for any other use except as authorized or deemed necessary by the sender. (f)All public information inquiries and notifications shall be the sole responsibility of the Chief Administrative Officer of the Department with investigative jurisdiction or his designee. (g)Cancellation of the Alameda County Chiefs/Sheriff Alert shall be the sole responsibility of the originating agency. Such cancellation shall initiate from the Chief Administrative Services Officer or his designee of the agency concerned and shall be directed to the Alameda County Sheriff's Department for dissemination.
