Policy 338Fremont Police Department SNARE (Synchronized Neighboring Agency Response to Emergencies) 338.1 PURPOSE AND SCOPE This department will render assistance to neighboring agencies in SNARE operations when such assistance will not materially affect the operations of the department or the safety of the community. The purpose of this section is to establish a standardized, ready response system for the apprehension of fleeing felons on a mutual jurisdictional basis. The following procedure will be utilized in multi-jurisdictional efforts involving the Newark, Fremont, Union City, Hayward, San Leandro and Milpitas Police Departments, and the Alameda County Sheriff's Office. 338.2 INVOKING SNARE (a)In order to invoke SNARE, the following conditions must be met: 1.A felony must have occurred, or believed to have occurred; 2.Search and apprehension must be attempted immediately as the suspects(s) are presumed to be presently fleeing the scene of the crime; and 3.Suspect(s) are believed to have fled in an identifiable vehicle. (b)Any Police Department employee (Communications, Police Officer, or Community Service Officer) who has reason to believe a felony has occurred and the criteria in the preceding paragraph is met is authorized to invoke SNARE. 338.3 COMMUNICATIONS (a)A special radio talk group on the EBRCSA network has been created. Thistradio talk group provides a direct inter-agency link to all Communication Centers. and It must be emphasized that this SNARE radio talk group will not be used for any communications other than those necessary, either to declare or operate a SNARE alert or a similar emergency. (b)Utilizing the SNARE radio talk group, the initiating agency will self-identify and request that SNARE be invoked; e.g., "This is Fremont - invoke SNARE." At this time, any mutual radio talk groups among the six departments will be turned up. The Fremont Police Department has the capability of monitoring the Newark Police, Union City Police, Hayward Police, San Leandro, and Alameda County Sheriff's Department channels. Where monitoring capability exists between agencies, they may inter- communicate as equipment allows. Upon the invoking of SNARE, the initiating agency, utilizing the SNARE radio talk group , will provide the other departments with the following information: 1.Crime 2.Weapon, if any 3.Time Copyright Lexipol, LLC 2023/10/02, All Rights Reserved. (d)When SNARE is generated by another agency, Communications personnel will: 1.Generate an incident and classify it as SNARE. This will be done in order to preserve the message, make updates, and ensure retrieval. 2.Activate a tone alert and broadcast the information received from the outside agency. (e)Supplemental information involving the six primary agencies may be transmitted utilizing the SNARE telephone line and supplemental aid messages may be utilized to any outside jurisdictions, as needed. (f)Since the acronym SNARE is used only by the six participating agencies, the term "SNARE" should not be used anywhere in the aid text to avoid confusing those beyond the six agencies. (g)Communications shall ensure that the Watch Commander is notified when SNARE has been invoked. 338.4 FIELD RESPONSE Upon the invoking of a SNARE Operation, responding field units shall advise Communications of their intended response location using the SNARE map icon on their computer. Field units will activate the "10-97" button on their computers upon arrival. Upon clearing of a SNARE post, field units will activate the "10-8" button on the computer. Any unit that has responded to a SNARE will remain in a surveillance position as deployed until one of the following conditions occurs: (a)A Code 4 is received from the initiating agency (b)More urgent assignments in the unit's own jurisdiction requires their withdrawal (c)Fifteen minutes have elapsed without a request for continued surveillance Commitment of forces under SNARE will be "as available" and will be entirely discretionary with those agencies from whom they are requested.
