Reserve Officers
336.1 PURPOSE AND SCOPE
The Fremont Police Department Reserve Unit was established to supplement and assist full
time sworn police officers in their duties. This unit provides professional, sworn volunteer reserve
officers who can augment regular staffing levels for certain approved events, special deployments
and emergency public safety needs
336.2 SELECTION AND APPOINTMENT OF POLICE RESERVE OFFICERS
The Fremont Police Department shall endeavor to recruit and appoint to the Reserve Unit only
those applicants who meet the high ethical, moral and professional standards set forth by this
department.
336.2.1 PROCEDURE
All applicants shall be required to meet and pass the same pre-employment procedures as regular
police officers before appointment.
Before appointment to the Police Reserve Unit, an applicant must have completed, or be in the
process of completing, a POST approved basic academy or extended basic academy.
336.2.2 APPOINTMENT
Applicants who are selected for appointment to the Police Reserve Unit shall, on the
recommendation of the Chief of Police, be sworn in by the Chief of Police and take a loyalty oath to
observe and obey all of the laws of the land and to carry out their duties to the best of their ability.
336.2.3 COMPENSATION FOR POLICE RESERVE OFFICERS
Reserve Officers are classified as part-time, temporary employees and shall receive
compensation commensurate with their training level, as indicated in the City of Fremont salary
schedule.
All property issued to the reserve officer shall be returned to the Department upon termination
or resignation. Reserves shall receive a yearly uniform allowance of $500. Reserve officers shall
utilize their allowance for approved duty related equipment or uniforms.
336.2.4 EMPLOYEES WORKING AS RESERVE OFFICERS
Qualified employees of this department, when authorized, may also serve as reserve officers.
However, the Department must not utilize the services of a reserve or volunteer in such a way
that it would violate employment laws or labor agreements (e.g., a detention officer working as
a reserve officer for reduced or no pay). Therefore, the Reserve Coordinator should consult the
Human Resources Department prior to an employee serving in a reserve or volunteer capacity
(29 CFR 553.30).

336.3 DUTIES OF RESERVE OFFICERS
Reserve officers assist regular officers in the enforcement of laws and in maintaining peace
and order within the community. Assignments of reserve officers will usually be to support the
Community Policing Patrol Division. Reserve officers may be assigned to other areas within the
Department as needed. Reserve officers are required to work, at a minimum, an average of 10
hours per month, and attend the scheduled Reserve meetings.
(a)Non-designated Level I Reserve Officers:
1.Have full peace officer powers while on duty.
2.May perform all the duties of a Level II or III Reserve Officer.
3.May perform general law enforcement duties.
4.Have the same investigative, reporting, evidence collection, interview, and
interrogation responsibilities as a regular sworn officer as applied to specific
assignments.
5.May perform assignments without the direct supervision of a regular sworn
officer.
(b)Level II Reserve Officers:
1.Have full peace officer powers while on duty
2.May perform all the duties of a Level III Reserve Officer
3.May not perform general law enforcement functions as a solo officer
4.Must work with a non-probationary officer who possesses a Basic POST
Certificate
5.Must be under the direct supervision of a regular sworn officer, but temporary
separation is permitted while engaged in their duties
6.May work specialized pay jobs (football games, school dances, etc.), but must
work with at least one other Level II Reserve Officer at those functions
7.May work in designated, non-hazardous duties such as prisoner transport, the
jail, Communications, or the front desk
8.May work special events such as flea markets, festivals, parades or carnivals
(c)Level III Reserve Officers:
1.Have full peace officer powers while on duty
2.May perform specified limited support duties and other duties that are not likely
to result in physical arrests, while supervised in the accessible vicinity by a Level
I Reserve Officer or a regular sworn officer. Specified limited support duties
include, but are not limited to:
(a)Traffic control
(b)Security at parades
(c)Security at sporting events

(d)Report writing
(e)Evidence transportation
(f)Parking enforcement
(g)Tactical medical support
3.May transport prisoners without immediate supervision
Our department will deploy Reserve Officers in a manner consistent with Level II or Level III duties
as described above.
Reserve Officers will not be utilized as a Level I Reserve Officer unless the deployment is needed
during a major disaster or other wide spread emergency requiring immediate deployment of
public safety officers. No Reserve Officer will receive a deployment that is outside of their ability,
experience or verifiable training.
336.3.1 POLICY COMPLIANCE
Police reserve officers shall be required to adhere to all departmental policies and procedures.
A copy of the policies and procedures will be made available to each reserve officer upon
appointment and he/she shall become thoroughly familiar with these policies. Reserve Officers
