Policy 314Fremont Police Department Priority Response to the City Council Chambers 314.1 PURPOSE AND SCOPE The purpose of this policy is to establish guidelines for the appropriate Police Department response to calls for service at City Council meetings and establish a procedure for the Reporting Party to follow. It is the policy of the Fremont Police Department to provide an immediate response to calls for service at City Council meetings. 314.2 PRIORITY RESPONSE PROCEDURES If a reporting party has prior knowledge that an agenda item may result in a call for police services, the on-duty Watch Commander should be given advance notice of the potential need. The reporting party can be the City Manager, Assistant City Manager, City Attorney, City Clerk, etc. Whoever places the call to the Police Department becomes the reporting party. When police officers are requested at a City Council meeting, the reporting party should stay on the telephone until the police arrive, and be prepared to answer the following questions: (a)What is the problem (e.g., disturbing the peace, threatening behavior, act of violence, etc.) (b)How many are involved, or might sympathize with the suspect? (c)What actions do you want the police to take (e.g., stand by, preserve the peace, remove someone from the meeting, make a physical arrest)? (d)Who do the officers contact and where do they meet the contact person? (It is suggested that the same person meet the officers on each occasion and that they meet outside the City Council Chamber doors.) (e)If a crime occurs prior to the police arrival, and an arrest is desirable, the reporting party or designee will be asked to make a citizen's arrest. Communications Center personnel will assign two officers and one sergeant to all City Council meeting calls for service. The assigned units will respond without delay (Code 2), unless the information requires an emergency response (Code 3). Arriving units will make every effort to handle the police matter outside of the City Council Chambers.
