Policy 312Fremont Police Department Officer Needs Assistance 312.1 PURPOSE AND SCOPE To ensure the maximum degree of personal safety, it is the policy of the Fremont Police Department to provide officers with the ability to request sufficient assistance to adequately and safely handle any situation that may arise. 312.2 OFFICER NEEDS ASSISTANCE CALLS An officer may initiate an "officer needs assistance" call whenever they believe circumstances warrant rapid response to address the problem at hand. (a)Officer Needs Assistance - Radio Code "11-99": 1.This radio call shall be initiated by an officer whenever his/her safety or the safety of another person is placed in serious jeopardy and the number of officers required to control the situation cannot be determined. 2.A radio code 11-99 will only be initiated when a verbal (voice) radio transmission is received. 3.All available Fremont Police units shall respond to the request, utilizing the field response outlined in this Policy Manual. 4.The responsible Police Communications Dispatcher will, upon receipt of an 11-99, sound the tone alert and broadcast the 11-99 and the location of the officer. 5.Non-urgent radio traffic will cease, and a "980" shall be broadcast by dispatch. 6.As soon as it is determined that the situation is under control an officer at the scene will broadcast a Code-4 (no further assistance required). 7.All officers who have not yet arrived at the scene, or whose assistance is no longer required, will immediately return to their respective area of assignment and duties. 8.A supervisor shall respond to all scenes where an 11-99 is initiated. (b)Officer Needs Assistance - Radio Code "Code-99": 1.This radio call shall be initiated whenever an officer deems that he/she needs LIMITED immediate response to assist with a situation that could place the officer or another person's safety in jeopardy. 2.Declaring a Code-99 may be accomplished by activating the alert button on the vehicle's computer, portable radio or verbally. 3.Officer response to a Code-99 shall be limited to a maximum of three (3) units. In addition, three (3) units will be dispatched. 5.Non-urgent radio traffic will cease on all channels. 6.If multiple officers at the same location activate their portable radio buttons or vehicle computer "Officer Needs Assistance" button, only three (3) units will be dispatched unless additional units are verbally requested. 7.As soon as it is determined that the situation is under control, an officer at the scene will broadcast a "Code-4" (no further assistance required). 8.All officers who have not yet arrived at the scene or whose assistance is no longer required will immediately return to his/her respective area of assignment and duties. 9.A supervisor shall respond to all scenes where a Code 99 has been initiated. 10.In the event of a "Code-99" alert, when the radio number is identified, but the user is unknown, Police Communications Dispatchers shall broadcast a tone alert and a "980" and request the location from the officer whose radio is activating a Code 99. If there is no response, the Police Communications Dispatcher shall make every effort to determine who the officer is that activated their Code 99 button in order to obtain a Code 4 status.If the "Code-99" is an actual emergency, then field units shall start responding. If the alert is an accident, or malfunction, Police Communications Dispatchers shall advise all field units and cancel the "980". If an officer accidentally activates the "Officer Needs Assistance" button on either the vehicle computer or portable radio, Communications will immediately be advised. 312.3 COVER UNIT - CODE 10 At times, an officer is involved in a citizen contact where they feel that it is necessary to have a cover unit. On those occasions where one unit is desired and the officer does not want the citizen to be aware of this, they shall advise Communications of a "Code-10." The Code-10 procedure is not designed to alter the current 11-99/Code-99 procedure. Its only function is to act as a normal request for a single cover unit. Published with permission by Fremont Police DepartmentOfficer Needs Assistance - 2 Fremont Police Department Officer Needs Assistance 312.4 OUTSIDE ASSISTANCE (a)If outside assistance is requested of another agency, it will be the responsibility of the supervisor, or senior officer, at the scene to request the assistance and to provide the following information: 1.The person in charge of the incident. 2.The nature of the incident prompting the request. 3.The number of officers requested. 4.The location of response. (b)Mutual Aid request 1.If outside assistance is used by Fremont, and it appears that help will be needed for an extended period of time, an official request for mutual aid will be made. (c)Outside Assistance Request from Another Agency 1.If a request for outside assistance is received from another agency, Communications should determine the nature of the
