Policy 218Fremont Police Department Automatic External Defibrillator (AED) Program 218.1 PURPOSE AND SCOPE The purpose of this policy is to state the requirements for the Fremont Police Automatic External Defibrillator (AED) Program and identify the parties responsible for instituting and maintaining the Program. The AED Program shall be maintained according to State requirements. 218.2 PLACEMENT OF AEDS Automatic External Defibrillators shall be placed, as needed and as available, at appropriate locations throughout the Police Department, including the main police building and adjacent police buildings, such as the Fremont Detention Facility, Fremont Police Training Center, the Tri-City Animal Shelter, and in designated patrol vehicles. Refer to Appendix A for locations. 218.3 RESPONSIBILITIES (a)Alameda County Emergency Medical Services Director shall oversee the Fremont Police Department AED Program. The Medical Director shall be a physician currently licensed to practice medicine in the State of California. (b)The supervisor/manager in charge of the CPR program shall coordinate the AED program under the direction of the Medical Director. The CPR supervisor/manager is also responsible for rotating and replacing expired or broken equipment, as needed, and in accordance with the manufacturer's requirements. This supervisor/manager shall maintain records of monthly inspections of the AED machines. (c)The Training Sergeant shall ensure that all employees required to be certified in first aid/CPR are also trained in the use of the AED. (d)Work area supervisors are responsible for ensuring that AEDs placed in their area are tested and inspected every 30 days and that a notation of such inspection is documented on the Inspection Sheet accompanying the AED. (e)The CPR supervisor/manager shall ensure that employees annually receive information which describes the locations of the AED machines and the proper use of an AED, and also ensure that similar information is posted next to any installed AED. 218.4 USE OF THE AED (a)Only trained personnel shall operate an AED. (b)In the event of a medical emergency, the following steps should be taken: 1.Activate EMS by calling 911 or radioing Fremont Police Dispatch. 2.Assess the individual to determine if CPR and an AED are necessary. 3.If necessary, begin CPR and direct someone else to get an AED. 4.Use the AED in accordance with instructions and training. (c)If it is unclear whether the medical emergency calls for use of the AED, turn on the unit and follow instructions on placing the pads. The machine will assess the heart rhythm automatically and determine whether defibrillation is necessary. The person cannot be hurt or injured by the machine being turned on and the pads being put in place. The machine will not deliver a shock if the heart rhythm does not indicate defibrillation. 218.5 AED DOCUMENTATION AND REPORTING (a)Upon completing the use of the AED and briefing the events to the responding medical staff, the involved member shall complete a report describing the details, circumstances, and results of the incident. The report should include any information for victims, witnesses or suspects and include a detailed narrative. The narrative should include a description of the symptomology of the person, whether CPR was given before the AED arrive, whether a shock was delivered and total if applicable, whether the person regained a pulse, breathing, or consciousness and to whom care was transferred. 218.6 POST-USE PROCEDURE (a)After the AED has been used, the user shall notify a patrol sergeant of such use and deliver the used machine to the patrol sergeant for maintenance and download as soon as practical. (b)The patrol sergeant will download the infomation stored in the AED regarding its use during the incident.Instructions regarding the download of the AED information are located in each patrol sergeant's vehicle in the glove compartment along with the AED connector USB cable. 1.The downloaded information shall be forwarded to the CPR supervisor/manager. (c)The CPR supervisor/manager is responsible for reporting the use of the AED, via the AED Use Event Summary Form in Appendix B to the Medical Advisor/Manager of the AED program - Devices For Life, LLC, who will forward a copy to the Alameda County EMS Agency and the Medical Director. 1.Appendix B (d)The CPR supervisor/manager is responsible for maintenance of the used AED and its return to service in the respective patrol vehicle.
