215Fremont Police Department
Contractual Police Services
215.1 PURPOSE AND SCOPE
In compliance with the highest professional and ethical standards, the department may provide
extra duty police services on a contractual basis for quasi-public functions, when requested by
authorized community groups or organizations. This policy establishes a formalized procedure for
entering into a contractual agreement with such groups or organizations for extra police services.
215.2 PROCEDURE
(a)Whenever possible, all requests for extra duty police officers must be made, in writing,
to the Police Department at least ten days in advance of the event requiring the police
service. The only exceptions will be those contracts on a continuing basis and requests
deemed to be of an emergency nature by command personnel.
(b)The request must specifically outline the details of the police services required,
including, but not limited to, the date, time, location, and a detailed description of the
police duties to be performed.
(c)A request, when received, will be forwarded to the Administrative Assistant supporting
the Patrol Division for processing and assignment of the required number of officers.
The Patrol Division Commander, or designee, shall determine the assignment of
personnel, either regular, reserve or both.
(d)The officer in charge of the detail shall submit to the Patrol Division Commander a
narrative report, documenting any adverse conditions found to exist during the event,
unusual incidents requiring police action, and/or any other pertinent details.
(e)Persons requesting extra duty police services shall pay for the service at the currently
established hourly rate, or, when mandated, at a rate of time and a half, plus a
percentage to be established to cover administrative costs. Payment shall be made
payable to the City of Fremont.
(f)The Chief of Police may grant permission to those groups or organizations, requesting
that they be billed for these services on a monthly basis. In the absence of such
permission, the group or organization shall be required to pay in advance for such
contractual services.
215.3 PERSONAL CONDUCT
The following rules have been established for the conduct, duties, and responsibilities of officers,
both regular and reserve, for performing extra duty police services:
(a)Officers may perform extra duty police work on State, County, City or private property.

(b)Officers shall perform extra duty police work in uniform unless specifically directed
otherwise by the Community Policing Patrol Division Commander or designee,
depending upon the nature of the event.
(c)Officers assigned to extra duty police work shall be considered "on duty" and shall
perform their duties in conformance with all established departmental policies and
procedures. They shall perform only those duties normally performed by sworn police
officers and shall generally be limited to the immediate needs of the incident or
assigned event.
(d)Officers of the Fremont Police Department, both regular and reserve, are forbidden
from doing extra duty police work for private individuals on a contractual or fee basis,
in or out of uniform, without prior authorization from the Chief of Police.
