Policy 210Fremont Police Department Executive Protection 210.1 PURPOSE AND SCOPE The policy of the Fremont Police Department is to provide effective and efficient executive protection to dignitaries and executives requiring such service. The purpose of this policy is to outline the protocol for use of the Special Weapons and Tactics (SWAT) Team and non-SWAT personnel for executive protection duties. 210.2 PROTECTION PROCEDURES (a)The Chief of Police or designee will determine if the Fremont Police Department is to provide executive protection or assist state or federal agencies in providing executive protection. (b)If Fremont Police personnel are to be used for executive protection, the following protocol will be followed. 1.The Special Investigator to the Chief will be the liaison between the Department and the agency or organization requesting executive protection assistance and will determine what type of assistance is being requested from the Department (e.g., inner perimeter, personal bodyguard). 2.If appropriate, the detail may be performed by the Special Investigator(s) to the Chief and/or the Office of Professional Standards and Accountability. 3.Otherwise, the Special Investigator to the Chief will contact the SWAT Team Commander or senior SWAT Team Leader available, who will be responsible for assigning SWAT Team members to the executive protection assignment. (a)The SWAT Team Commander or Team Leader assigned will assign personnel who have completed the POST training course on executive protection, if available. Otherwise, any SWAT Tactical Team personnel may be assigned. (b)Whenever possible, a SWAT Team Leader will be assigned as part of the executive protection detail. 4.The SWAT Team Commander will also maintain a list of non-SWAT Team personnel trained in executive protection and will include them in executive protection assignments when it is to the benefit of the Department (e.g., trained SWAT Team personnel are not available, time constraints require use of personnel immediately available, or the SWAT Team is being used on another assignment). (a)All personnel assigned to executive protection will be under the command of the SWAT Team Leader on the detail. Copyright Lexipol, LLC 2025/02/06, All Rights Reserved. Published with permission by Fremont Police DepartmentExecutive Protection - 1 Fremont Police Department Executive Protection 5.The Special Investigator to the Chief will be the liaison between the Department and the person(s) coordinating the visit of the dignitary or executive and will provide pertinent information to the personnel working the executive protection detail. 6.The SWAT Team Leader assigned to the executive protection detail will be responsible for coordinating with the executive protection staff of the dignitary or executive who is visiting and requires protection. (a)Generally, specific executive protection protocols set by the staff of the visiting dignitary or executive will be followed by the SWAT Team. However, the SWAT Team Leader will be responsible for ensuring that SWAT Team actions are within the general policy guidelines set by the Fremont Police Department.
