Policy 203Fremont Police Department Training 203.1 PURPOSE AND SCOPE It is the policy of this department to administer a training program that will provide for the professional growth and continued development of its personnel. By doing so, the Department will ensure its personnel possess the knowledge and skills necessary to provide a professional level of service that meets the needs of the community. 203.2 POLICY The Department shall administer a training program that will meet the standards of federal, state, local, and POST training requirements. It is a priority of this department to provide continuing education and training for the professional growth and development of its members. 203.3 PHILOSOPHY The Department seeks to provide ongoing training and encourages all personnel to participate in advanced training and formal education on a continual basis. Training is provided within the confines of funding, requirements of a given assignment, staffing levels, and legal mandates. Whenever possible, the Department will use courses certified by the California Commission on Peace Officer Standards and Training (POST). 203.4 OBJECTIVES The objectives of the Training Program are to: (a)Enhance the level of law enforcement service to the public. (b)Increase the technical expertise and overall effectiveness of our personnel. (c)Provide for continued professional development of department personnel. (d)Ensure compliance with POST rules and regulations concerning law enforcement training. 203.5 TRAINING SERGEANT The Chief of Police shall designate a Training Sergeant who is responsible for developing, reviewing, updating, and maintaining the department training plan so that required training is completed. The Training Sergeant should review the training plan annually. 203.5.1 TRAINING RESTRICTION The Training Sergeant is responsible for establishing a process to identify officers who are restricted from training other officers for the time period specified by law because of a sustained use of force complaint (Government Code § 7286(b)). Published with permission by Fremont Police DepartmentTraining - 1 Fremont Police Department Training 203.6 TRAINING PLAN A training plan will be developed and maintained by the Training Sergeant. It is the responsibility of the Training Sergeant to maintain, review, and update the training plan annually. The plan will address the following areas: •Legislative Changes •State Mandated Training •Critical Issues Training •Other mandated training •Specific individual training needs, as identified, recommended, and/or requested by supervisors or managers All sworn personnel will complete an annual training program that includes legal updates and training responsive to the biennial Continuous Professional Training (CPT) and biennial Perishable Skills Program (PSP) courses mandated by the California Commission for Peace Officer Standards and Training (POST). All professional positions within the Fremont Police Department will receive initial and ongoing training commensurate with their responsibilities. Such training should stress not only the skills necessary to perform technical aspects of their jobs, but also the importance of the link they provide between the Fremont community members and the Department, which often shapes a community member's opinion of the Department. All newly appointed professional personnel shall receive information regarding: (a)The Department's role, purpose, goals, policies, and practices (b)Working conditions and regulations (c)Responsibilities and rights of employees 203.6.1 DEPARTMENT LESSON PLANS All instructors conducting training courses for Departmental personnel must have a lesson plan for each course of instruction. Lesson plans shall be approved by the administrative review process and once approved shall be routed to the Training Sergeant to be filed with the training records. Lesson plans should include the following: (a)Performance and job-related objectives (b)Course outline/content of training and appropriate instructional technique (c)List of resources used in the development of the curriculum (d)If applicable, any practical or written tests to be given 203.6.2 REMEDIAL TRAINING Remedial training is personalized training to correct a specific deficiency identified by testing or through an evaluation process. If an employee fails to pass a required in-service training course due to a deficiency that can be corrected with remedial training, the employee shall be Copyright Lexipol, LLC 2025/04/24, All Rights Reserved. Published with permission by Fremont Police DepartmentTraining - 2 Fremont Police Department Training given the opportunity to complete the remedial training and to retest if applicable or required. The instructor or Training Sergeant should determine if the remedial training can be given immediately or if it needs to be scheduled. When a department employee fails to pass an in-service training course after remedial training, the instructor shall submit a memorandum to the Office of Professional Standards Lieutenant as soon as practicable to document the deficiency and to make a recommendation. Failure to complete remedial training or to meet minimum requirements may result in disciplinary or other administrative action. 203.6.3 CALEA ACCREDITATION TRAINING The Training Unit will ensure that all personnel are familiar with accreditation and its impact on the Fremont Police Department. The purpose of this training is to familiarize Department members with all areas of accreditation, including, but not limited to, history and background, the agency's involvement in the process, including the self-assessment phase, the goals and objectives of accreditation, and the advantages and impacts on the organization. Agency personnel shall receive this training by the accreditation manager as follows: (a)To all newly hired agency personnel within thirty days of their date of hire (b)To all agency personnel during the self-assessment phase associated with achieving initial accreditation (c)To all personnel prior to
