Special Event Staffing Policy
1048.1 PURPOSE AND SCOPE
The purpose of this policy is to establish the operational guidelines to staff special events with
officers and sergeants. When necessary, the Chief of Police or designee shall implement special
event mandatory overtime to fill vacancies for special events as outlined in this policy.
1048.2 DEFINITIONS
Special Event: An event that requires additional police staffing not addressed by patrol staffing,
call out units (SRT, CMT) or investigative units. Examples of special events include, but are not
limited to, holiday based celebrations, community events, festivals, concerts, ect.
1048.3 GUIDELINES
1048.3.1 VOLUNTARY SIGN-UPS FOR SPECIAL EVENT STAFFING
During the 1st patrol shift sign-up of the calendar year, a list of special events occurring during the
upcoming year will be produced. The list will include identified officer/sergeant staffing projections
for each event. Officers/sergeants will have the option to voluntarily sign-up for which will occur
over the next year (approximately March to March). Special event shifts will be signed up for via
department seniority. The Personnel Unit will be responsible for running this process to coincide
with the patrol shift sign-up.
For each shift an officer/sergeant voluntarily signs up for, they will be passed over for that number
of cycles of the special event mandatory overtime process. For example, if an officer/sergeant
signs up for (2) voluntary shifts, they will be skipped for (2) full cycles of the special event
mandatory overtime list, and will only be eligible for mandatory overtime assignment on the third
and subsequent cycles of the list.
The only opportunity to receive credit to be relieved of mandatory assignment is to sign-up
voluntarily during the 1st patrol shift sign-up. Volunteering for special event staffing at any other
time does not exempt the officer/sergeant from a mandatory overtime cycle.
This process only applies to special event staffing and has no effect on patrol mandatory overtime.

If an officer/sergeant signs up for a special event during shift sign-ups and is later canceled, the
officer/sergeant still gets credit for voluntarily signing up for the special event.
Once an officer/sergeant signs up for a special event slot, it is their responsibility to fulfill the
staffing need. If an officer/sergeant finds a replacement for the shift they voluntarily signed up
for, only the officer/sergeant who originally signed up for the special event receives credit for the
mandatory overtime process.
If an officer/sergeant signs up for a shift during the voluntary signup process and then becomes
unable to work the assignment due to protected leave (FMLA, IOD, etc.) the officer/sergeant will

be relieved of their obligation to work the shift and is not required to identify a replacement for
their shift. The credit for the officer/sergeant on the mandatory overtime list will be removed. The
vacant position for the special event will then follow the same process for other vacancies not
signed up for during the voluntary signup process.
1048.3.2 MANDATORY STAFFING PROCESS FOR SPECIAL EVENTS
The department will make every reasonable effort to identify appropriate staffing ahead of the
voluntary special event sign-up process. As special event planning proceeds, there may be the
need to add officer/sergeant positions to the event. If this occurs, the positions will be posted
for voluntary overtime, but any officer/sergeant filling the spot will not receive credit towards the
mandatory overtime process. If positions go unfilled by voluntary sign-up, they will be filled in
accordance with the special event mandatory overtime process outlined within the Fremont Police
Association (FPA) Memorandum of Understanding (MOU)..
FPA Members Exempted from Special Event Mandatory Overtime
Per the FPA MOU, FPA members assigned as SROs, SACNET (AKA MCTF), Gang Task Force
and On-call Investigators are exempt from special event mandatory overtime.It is recognized that
most special events require additional staffing specifically for community camera deployment,
maintenance and monitoring, and tactical team deployments to staff emergency response teams
and over watch duties. These are the responsibility of the Special Investigative Unit (SIU),
Special Weapons and Tactics (SWAT) Team and the Sniper Team. Based on these assignments,
members of SIU, SWAT and the Sniper Team are exempt from being assigned to work mandatory
overtime for special events..
Specialty Assignment Members for Special Events
Other specialty assignments may be needed to properly staff a specialty event. These specialties
include traffic officer(s)/sergeant(s) on a motor, Unmanned Ariel Systems pilots and canine teams.
When the incident commander assigned to the specialty assignment identifies the need for a
specialty assignment position to be staffed, they will coordinate the staffing with the supervisor
of the unit. If a volunteer is not identified within the unit, the staffing of the identified need will
follow the standard mandatory assignment process by unit seniority. Any officer filling a specialty
assignment need for a special event, whether by volunteering or being mandated, will receive one
credit in the mandatory overtime assignment process for each day they work a special assignment
position at a special event.
