Policy 1046Fremont Police Department Restorative Rest 1046.1 PURPOSE AND SCOPE The purpose of this policy is to establish procedures and responsibilities for the use of Police Department facilities that have been designated as restorative rest areas (Sleeping Quarters and Wellness Room(s)). Restorative rest areas benefit both employees and the Police Department by ensuring personnel receive adequate rest prior to resuming their duties or driving home. The use of the restorative rest areas is voluntary. Restorative Areas are not designed as housing or for long-term stays and may only be used in accordance with this policy. This policy may be revised at any time at the sole discretion of the Chief of Police. The facilities designated as restorative rest areas in this policy may also be repurposed at any time at the sole discretion of the Chief of Police. 1046.2 RESTORATIVE REST AREAS The Police Department's restorative rest areas include: Sleeping Quarters: Designated room(s) or areas within the Fremont Police Department Detention Facility not currently in use that have been repurposed to provide a place for sleeping. Sleeping Quarters have no public access and are separate from the Detention Facility's current Pre-Booking and Booking areas. The Sleeping Quarters will also be used to establish operational readiness and house Police Department resources during natural disasters, critical incidents, or other emergency situations. The Administrative Services Lieutenant assigned to the Detention Facility, or another command team member designated by the Chief of Police, will manage and oversee the Sleeping Quarters. The Sleeping Quarters may be used by: (a)Police Officers experiencing fatigue after concluding their shift and/or who may have to drive a significant distance to reach home after the conclusion of their shift. (b)Police Officers with a scheduled court appearance, meeting, and/or training within a few hours after their shift ends. (c)Police Officers who have been approved for an on-duty rest period by a Division Commander (see Fitness for Duty Policy). (d)Police Officers who may need onsite rest for other reasons related to the performance of their duties when aligned with this policy and approved by a Division Commander. Wellness Room(s): Designated room(s) or areas intended to provide a quiet space for all Police Department personnel to use when experiencing stress or anxiety because of work-related duties. The objective of the Wellness Room(s) is to improve the physical and mental health of all Department members. The Wellness Room(s) may be used by any personnel of the Police Department while on or off duty when aligned with the Restorative Rest Policy and approved by a supervisor. Published with permission by Fremont Police DepartmentRestorative Rest - 1 Fremont Police Department Restorative Rest 1046.3 PROCEDURES AND REGULATIONS Sleeping Quarters: Police Department Personnel who wish to utilize the Sleeping Quarters shall adhere to the following procedures and regulations: (a)Use of the Sleeping Quarters is on a "first-come, first-served" basis. (b)Sign in on the Sleeping Quarters Log upon arrival and sign out upon departure. (c)The Sleeping Quarters include a room for communal use and individual sleeping rooms. All sleeping rooms are for single occupancy use only. (d)Personnel using the Sleeping Quarters shall be responsible for maintaining them in a clean and orderly manner. Before departure, sleeping rooms must be prepared for the next user by changing the bed linens. Only linens provided by the Police Department may be used. (e)Personnel shall remain modestly clothed while using the sleeping rooms and shall ensure they are fully clothed in all common areas and during transit to and from the Sleeping Quarters. (f)No guests are permitted in the Sleeping Quarters, and the Sleeping Quarters may not be used as a social gathering location or for other non-sleeping purposes. (g)Personnel shall be respectful of others. (Noise and Light discipline) (h)No personal items may be stored or affixed to the walls or surfaces of the Sleeping Quarters. All clothing or other permissible personal items must be removed from the Sleeping upon departure. (i)No firearms or other weapons are permitted in the Sleeping Quarters. (j)No food or food service items, such as dishes, flatware, and food containers/storage, are permitted in the Sleeping Quarters. (k)The use of alcohol is not permitted in the Sleeping Quarters. (l)Any equipment damage, safety concerns, or abuse of the Restorative Rest Areas / Sleeping Quarters shall be immediately reported to the Administrative Services Lieutenant assigned to the Detention Facility. (m)All City and Police Department rules and regulations of conduct apply to all personnel using the Sleeping Quarters. Wellness Room(s) Police Department Personnel who wish to utilize the Wellness Room(S) shall adhere to the following procedures and regulations: (a)Sign in on the Wellness Room Log upon arrival and sign out upon departure. The Wellness Room(s) log will be used for accountability and tracking purposes only. (b)Personnel using the Wellness Room(s) shall be responsible for maintaining them in a clean and orderly manner. (c)Personnel shall remain fully clothed at all times. (d)No guests are allowed in the Wellness Room(s), and the Wellness Room(s) may not be used as a social gathering location or for any purpose other than restorative rest.
