1034Fremont Police Department
Volunteer Program
1034.1 PURPOSE AND SCOPE
The purpose of this policy is to establish guidelines and procedures for the Fremont Police
Department Volunteer Program. It is the philosophy and strategy of the Fremont Police
Department to encourage the community to work in partnership with the police. The Volunteer
Program is designed to provide citizens with an opportunity to assist the Fremont Police
Department.
1034.2 VOLUNTEER ADMINISTRATOR
The Volunteer Administrator shall be responsible for the administration of the Volunteer Program,
under the supervision of the Police Department Community Engagement Manager.
(a)The Volunteer Administrator will be responsible for the overall planning and
administration of the Volunteer Program.
(b)The Volunteer Administrator will be responsible for any discipline or termination of
a volunteer. The Volunteer Administrator will be notified immediately of any injury or
death of a volunteer.
(c)The Volunteer Administrator will ensure that volunteers are trained and supervised
by a Fremont Police Department employee who has been designated as a Volunteer
Coordinator or trainer.
1034.3 ELIGIBILITY AND SELECTION OF VOLUNTEERS
(a)Volunteer applicants must be at least eighteen (18) years of age, with the exception of
the Fremont Police Department Explorers and teen Animal Shelter volunteers, where
the minimum age is fourteen (14) years of age.
(b)Volunteer applicants must pass a background investigation.
(c)Volunteer applicants must possess a valid California Driver's License (only for certain
assignments).
(d)Volunteer applicants must commit to a minimum of two (4) hours per week and a 6-
month assignment.
(e)Disabled Parking Enforcement Volunteers will refer to Disabled Parking Volunteer
Enforcement Unit Policy 525 for specific guidelines on the program.
(f)C.A.R.E. Volunteers will refer to the C.A.R.E. Manual for specific guidelines on the
program.
(g)Police Explorers will refer to the Explorer Manual for specific guidelines on the
program.

(h)Animal Shelter Teen Volunteers must be enrolled in high school and provide a report
card issued by the school district. Refer to Animal Services Teen Volunteers Program
Policy 821 for specific guidelines on the program.
1034.4 DESCRIPTION OF DUTIES
(a)To work as a volunteer and perform a variety of duties in compliance with the
established polices and procedures of the City of Fremont and the Fremont Police
Department.
(b)Establish and maintain a good working relationship with all persons involved in the
Volunteer Program.
(c)Help to project and maintain a positive image within the area of responsibility where
assigned.
(d)Be accountable to the Fremont Police Department for any uniforms, equipment, and
materials provided.
1034.5 STANDARDS OF CONDUCT FOR POLICE VOLUNTEERS
(a)Volunteers shall take responsibility for gaining a clear understanding of the job
responsibilities through discussions with the Volunteer Administrator, program
coordinators and police staff.
(b)Volunteers are expected to abide by the same rules of conduct and ethical standards,
which govern paid police staff.
(c)Volunteers shall fulfill the agreed upon time commitment regularly and promptly.
(d)Volunteers shall respect confidentiality requirements.
(e)Volunteers shall notify the Volunteer Administrator and Volunteer Coordinator of
time, transfers, and discontinued services, as well as, any problems, which might
necessitate change.
(f)Volunteers shall submit a monthly timesheet to the Volunteer Administrator by the 7th
of each month.
(g)Volunteers shall complete an updated version of the following documents annually:
