Employee Retirement Recognition
1030.1 PURPOSE AND SCOPE
The Fremont Police Department will, whenever possible, recognize employees who retire from
active police service. In order to assure proper decorum, established guidelines will determine the
appropriate level of recognition for each retiring employee. The retiring employee may choose to
forego any recognition at the time of retirement.
Specific guidelines are necessary to outline the proper procedure to follow when recognizing
retiring employees. The Department must take into account its responsibility to the community
as well as the importance of recognizing the length of service each employee has dedicated to
the City of Fremont and the law enforcement profession. The guidelines will address the length
of time an employee has served the City of Fremont and as a law enforcement professional. The
guidelines will also consider the current assignment of the retiring employee.
The department may honor a retiring employee with an appropriate gift that recognizes the service
of the employee to the City of Fremont. The gift shall consider the necessity to maintain fiscal
responsibility and meet the requirements of law governing gifts of public property.
1030.2 POLICY
The Fremont Police Department will, whenever possible, recognize employees who retire from
active police service. Established guidelines will determine the appropriate recognition for
each retiring employee to ensure proper decorum. The retiring employee's manager shall be
responsible for coordinating events in accordance with this procedure unless the retiring employee
chooses to forego any recognition at the time of retirement.
1030.3 PROCEDURE
Retirement is the separation of an employee from Department service following a duty-related
disability or completion of a career in law enforcement allowing the individual to collect a longevity
pension under the Public Employee Retirement System (PERS).
A minimum of twenty (20) years of service and attainment of the minimum retirement age under
PERS is required for a career, longevity retirement status for an employee.
1030.3.1 SWORN POLICE EMPLOYEES
Sworn employees shall be entitled to specific honors similar to those afforded members of the
military at retirement.
1030.3.2 FORMATION OF DEPARTMENT PERSONNEL
(a)A review of a formation is a military practice limited to sworn officers. The option
to review a formation shall apply to sworn employees only. Any retiree choosing to
review a formation shall be in Class A uniform. All sworn personnel in formation shall
be in Class A uniform as well. Personnel not in Class A uniform shall stand behind

the formation and may be greeted by the retiree following inspection. Uniformed
professional employees shall stand in formation following the sworn employees.
(b)The formation shall occur within one month of the employee's official last day with the
City of Fremont.
(c)A professional retiree may choose to exercise a receiving line as a formal method of
greeting personnel attending a retirement reception.
(d)It is recommended that all employees attending a retirement reception wear a uniform
when appropriate. A retiring sworn employee choosing to attend a formation shall wear
a uniform appropriate to their rank and status on their last workday.
1030.3.3 PROFESSIONAL POLICE EMPLOYEES
Professional employees shall be entitled to honors specifically appropriate to their position in the
department at the time of retirement.
The department shall provide each retiring professional employee with a gift recognizing their
service to the City of Fremont. The protocol for recognizing the employee is attached based on
the position of the employee on the last scheduled workday.
The employee's badge, if applicable, shall be gifted to the employee on the last workday.
The employee may have a reception utilizing Department facilities. Light refreshments, cake or
breakfast, and non-alcoholic beverages are appropriate for this activity. Catered meal service and
alcoholic beverages are in conflict with a professional work environment and shall not be allowed.
The employee's bargaining unit may choose to present a gift to the retiring member at this
reception. The gift can be of the bargaining unit's choosing but shall be in good taste and within
established guidelines for appropriate conduct.
The employee's shift or current coworkers may also present a gift at this reception. The standards
established for the representative bargaining unit shall also be adhered to for the gift and
presentation.
1030.3.4 MOTORCYCLE ESCORT
A retiring employee may have a motorcycle escort to work on their last scheduled workday.. No
motorcycle escort shall begin outside the city limits of Fremont. The escort shall not utilize red
lights and sirens for the purpose of circumventing traffic or traffic control devices. Red lights may
be activated upon entry into the Fremont Police campus only.
1030.3.5 HONOR GUARD AND COLOR GUARD
Sworn employees retiring after meeting the requirements for a longevity retirement may request
an Honor/Color Guard detail upon arrival at the department on their last scheduled workday. This
is a paramilitary honor afforded those who have taken an oath of office required of Peace Officers
in the State of California.
Professional employees retiring after meeting the requirements for a longevity retirement may not
request an Honor/Color Guard, but may request a static posting of the colors at the back entrance
