Physical Fitness Program (FLEX)
1025.1 PURPOSE AND SCOPE
The purpose of this policy is to establish guidelines for employees utilizing the police fitness facility
and participating in the Physical Fitness Program. The Department requires all those electing to
participate in the Physical Fitness Program or who choose to use the police fitness facility, to
adhere to the conditions and policies as described in this policy. Persons who do not meet the
conditions as described in this directive will be deemed to be engaging in activities outside the
scope of their employment, and the City shall not have any liability for injuries or losses resulting
from such activities. The City will not accept responsibility for injuries incurred as a result of
recreational exercise/activities or competitive events.
The department does provide a voluntary Physical Fitness Program to Police Department
personnel in the employee groups designated below. This program is designed to evaluate, train,
motivate, and assist individuals in achieving and maintaining optimal levels of physical fitness.
Although the City encourages employees to participate in extracurricular athletic activities, the
City does not assume any responsibility for injuries or personal losses resulting from training for or
competing in events that are not part of the Physical Fitness Program, as described in this policy.
1025.2 FITNESS PROGRAM PROCEDURES
(a)It is the position of the City to encourage a high level of physical fitness among
police personnel. To assist employees in achieving this goal, the Department has
implemented a voluntary Physical Fitness Program, which is offered to the following
employee groups:
1.Sworn Police Officers
2.Community Service Officers
3.Police Dispatchers
4.Detention Technicians
5.Property Technicians
6.I.D. Specialist
7.Reserve Police Officers (may participate during off-duty hours only)
(b)All employees may participate in an annual fitness assessment after submitting the
appropriate documentation required by this policy.
(c)On-Duty Participation:
1.On-duty participation is defined as one hour of on-duty time, a maximum of two
days per workweek, for the purpose of exercise.

(a)This time includes: 10 minutes to change, 40 minutes to exercise, and 10
minutes to shower and change.
2.On-duty participation applies to the following full-time employee classifications
enrolled in the Physical Fitness Program:
(a)Sworn Personnel
(b)Community Service Officers
(c)Police Dispatchers
(d)Detention Technicians
(e)Property Technicians
(f)I.D. Specialists.
3.These classifications may also exercise during off-duty hours in the police fitness
facility or a City-contracted fitness facility when applicable, if properly enrolled
in the Physical Fitness Program.
(d)Part-time employees in the classifications eligible for participation in the Physical
Fitness Program may exercise during off duty time only.
(e)Program Entry:
(a)To enroll in the Physical Fitness program, the following must be completed:
(a)Medical and Fitness Questionnaire
(b)Informed Consent
(c)Physician's Consultation Form
(d)Health Lifestyle Assessment
(e)Fitness Evaluation
(f)On-duty exercise time and use of the fitness facility may not begin until the above
items have been completed.
(g)Use of Fitness Facilities by Program Participants:
1.All sworn and patrol personnel assigned to day or swing shifts who are enrolled
in the Physical Fitness Program, regardless of zone assignment, may use either
the police fitness facility or a City-contracted fitness center when applicable,
for on-duty workouts. Midnight shift is restricted to the police fitness facility for
workouts.
2.Full-time Property Technicians may use either the police fitness facility or a City-
contracted fitness center, if one is retained, for on duty workouts.

3.Dispatchers, Detention Technicians, and I.D. Specialists may use the police
fitness facility only for on-duty workouts.
(h)A contracted fitness center and the police fitness facility are the only approved and
authorized exercise sites for the Physical Fitness Program.
1.Exercise periods, which take the employee away from the authorized site (e.g.,
jogging, bicycling, etc.), must start and finish at the authorized fitness site.
2.Exercise sessions which do not begin and end at the police fitness facility or
contracted fitness center will be deemed to be outside of the scope of the
individual's employment, and the City will not assume any liability for injuries or
personal losses resulting from such exercise activities.
(i)Maintaining Participant Status:
1.To maintain continuous participant status, attendance at all scheduled fitness
evaluations and updates is required.
(a)Failure to appear for scheduled fitness evaluations and/or exercise
program orientations without prior notification will result in the employee's
forfeiture of Physical Fitness Program participation (e.g., on duty exercise
time and use of authorized facility).
(b)It is the responsibility of all program participants to meet scheduled fitness
assessment appointments, when scheduled by the department.
(j)Program participants must submit an updated Physician's Consultation form when
requested to do so and following any injury or serious illness that requires medical
attention or light duty status.
(k)Program participants who sustain an exercise or job-related injury must follow the
exercise program prescribed. Failure to do so may result in disqualification from the
Physical Fitness Program.
