Specialty Assignments
1004.1 PURPOSE AND SCOPE
This policy establishes guidelines for the selection, assignment, and tenure of personnel
assigned to specialty positions within the Fremont Police Department. Specialty assignments,
including Administrative, Collateral, and Instructor roles, provide opportunities for professional
development and enhanced operational capability. This policy supports equitable access,
transparent processes, and the department's mission to maximize personnel performance and
leadership development.
1004.2 DEFINITIONS
•Administrative Assignment: A full-time, non-patrol assignment categorized by term
length (Indefinite, 8-Year Max, 5-Year Max, 3-Year Max).
•Collateral Assignment: A secondary assignment performed in addition to a
member's primary role.
•Patrol Collateral Assignment: A full-time specialized duty performed by a patrol
officer in addition to regular patrol work, requiring advanced skills or certification. This
currently includes Canine Handlers and Crime Scene Investigators.
•Interim Assignment: A temporary appointment in which an employee is designated
to carry out the duties of a higher-level or vacant position, typically to cover a vacancy
or until a permanent appointment is made.
•Instructor Assignment: A position responsible for providing formal training, often
collateral in nature.
•Indefinite Term: A four-year initial term with annual extensions authorized by the
Chief of Police.
•Probation Status: Completion of the designated probationary period for a
classification.
•Senior Detective/Officer: A designation recognizing leadership, training, policy
coordination, and interagency liaison functions.
•Patrol Specialty Units: A full-time, patrol-adjacent assignments, including Traffic
Unit, Crime Reduction Unit (CRU), and Mobile Evaluation Team (MET), which are
focused on specialized enforcement or problem-solving functions.
1004.3 POLICY
It is the policy of the Fremont Police Department to assign personnel to specialty assignments
based on merit, qualifications, and organizational need. The Department will ensure a fair, non-
discriminatory selection process consistent with applicable Memoranda of Understanding (MOUs)
and best practices.

1004.4 TERM LIMITS
Assignment durations are as follows, unless otherwise approved by the Chief of Police:
•Indefinite Term: Initial 4 years, renewable annually.
•8-Year Max: 4-year term, renewable annually up to 8 years.
•5-Year Max: 3-year term, renewable annually up to 5 years.
•3-Year Max: 2-year term, renewable once up to 3 years.
Extensions are contingent upon satisfactory evaluations, supervisor recommendation, command
endorsement, and Chief of Police approval.
1004.5 SENIOR DESIGNATION
Positions designated as "Senior" reflect elevated leadership expectations. Criteria include
supervisory support, policy input, training leadership, and interagency collaboration. The Chief or
Division Commander may add or remove a senior designation based on evolving duties.
1004.6 ASSIGNMENT ELIGIBILITY
•All candidates must meet established tenure, training, and performance requirements.
•Employees may not apply for their own position unless reassigned non-voluntarily, or
due to organizational restructuring, or if eligibility requirements are waived.
•Residency requirements (75-mile radius) apply to designated assignments with
emergency response expectations.
•Employees on interim assignment are not credited time toward permanent term limits.
1004.7 INTERIM ASSIGNMENTS
Interim assignments are temporary appointments used to fill vacancies created by the absence
of a permanent employee.
•Eligibility: Employees must meet all minimum eligibility requirements for the position
to be considered for an interim assignment.
•Term Limits: The first year served in an interim capacity shall not be counted toward
any applicable term limits associated with permanent appointments.
•Permanent Appointment: At the discretion of the Chief of Police, an employee
serving in an interim role may be permanently appointed to the position without
additional testing if their performance demonstrates the ability to successfully fulfill the
duties of the role.
•Discontinuation: Interim assignments may be discontinued at any time at the
discretion of the Chief of Police.

1004.8 NON-VOLUNTARY ASSIGNMENTS
If no qualified personnel apply, the department may fill the position non-voluntarily based on
seniority among eligible personnel. Employees may not serve consecutive non-voluntary terms
and are limited to one year unless converted to voluntary status through the required testing
process for that position.
1004.9 DISCRETIONARY AUTHORITY
The Chief of Police retains discretion to:
•Appoint or remove personnel based on department needs.
•Suspend or waive eligibility criteria.
•Establish temporary "Special Assignments" without formal testing for emergent needs
(not to exceed one year).
1004.10 SPECIAL CONDITIONS
Specialty positions such as Canine, SWAT, TEMS, and Traffic require additional qualifications,
testing, and physical standards as detailed in department procedures.
1004.11 COMPLIANCE
Supervisors are responsible for monitoring assignment compliance with this policy. Non-
compliance may result in removal from the assignment.
