Patrol Shift Selection
1003.1 PURPOSE AND SCOPE
To establish guidelines for the systematic selection and assignment of shifts, zones, and slots for
Police Sergeants, Police Officers, and CSOs assigned to Patrol. A scheduling procedure for Police
Sergeants, Police Officers, and Community Service Officers (CSOs) assigned to Patrol shall be
in place for the selection of shift assignments in the upcoming shift year.
1003.2 SELECTION PROCESS
(a)Prior to the commencement of the annual selection process, the Patrol Division
Commander will determine the precise team schedule slots available for selection by
the Police Sergeants, Police Officers and CSOs.
(b)The Patrol Watch Schedule will be completed each year by the designated staff
person(s), with final approval by the Division Commander.
(c)Shifts, zones, and slots will be selected based on job classification department
seniority as defined in this policy.The most senior Police Sergeant scheduled to work
Patrol will select their assignment first, and the second most senior sergeant will
follow.The process will continue until all sergeants assigned to Patrol have made their
selections.Once the sergeant shift selections have been completed, the same process
will occur for Police Officers and CSOs.
(d)Each employee will make one shift/zone/slot selection for each six-month patrol shift.
(e)Each employee may elect to designate a primary vacation for the upcoming year. If an
employee opts not to select a primary vacation during the shift selection process, he/
she may designate a primary vacation at a later date; however, he/she waives seniority
at that time and may only choose dates that remain available at the later date.
(f)Seniority in each job classification will be determined by the date of hire within that
specific job classification.In the event of a re-hired employee, the most recent date
of hire within that job classification (see below details) will determine department
seniority, subject to the approval of the Chief of Police.
(g)Each sergeant, officer, and CSO participating in the selection process will be assigned
an exact date and time slot to make his/her choice known. Each participating employee
will contact the person conducting the shift sign-ups during the assigned time slot by
telephone or in person.
(h)If an employee cannot make his/her choice during the assigned time, he/she may
contact the designated staff person in advance and provide him/her with a list of
preferred selections via a signed departmental memorandum or e-mail. Employees
wishing to select their shift via memorandum or e-mail must be certain to rank their
choices and provide sufficient choices to ensure that at least one of the selections
will be available. The designated staff person will, in turn, make the assignment at the
appropriate time based on availability. If an employee provides the designated staff
person with selections that are already filled, every attempt will be made to contact

the employee within the allotted time; however, if the employee cannot be contacted
he/she will be dropped to the bottom of the seniority list.
(i)Voluntary procedure - The time necessary for employees to select their schedule is
voluntary and there is no provision for payment of overtime, as the time involved is
not required work. An employee may choose to bypass the procedure, and in turn,
would be assigned a slot.
1003.2.1 SENIORITY
Fremont Police Officer Rehire Administrative Department Seniority:
(a)Rehire Separated Less Than One-Year
1.Former City of Fremont Police Officers rehired after resigning or retiring from the
same job classification and who apply to be rehired within one calendar year of
separation from service will retain administrative department seniority. However,
the rehired police officer will not receive any additional seniority for the time
between their resignation and rehire date. A loss of seniority will occur, utilizing
the actual rehire date to determine the loss of seniority during the separation
of service.
(b)Rehire Separated More Than One-Year
1.In recognition of prior service and their valued experience, former City of
Fremont Police Officers rehired after resigning or retiring from the same job
classification and who apply to be rehired after being separated over one
calendar year but no more than three calendar years, will be granted some
administrative department seniority. Aligned with the "Lateral Police Officers
Administrative Department Seniority" section of this policy, police officers hired
after one year of separation will obtain administrative department seniority over
the Police Officer Trainee classification. Seniority will be determined by the hire
date and list of Police Officer Trainees on the date of hire.
2.Restored department administrative seniority shall not be effective until the
rehired police officer completes updated department In-House Training and
Rehire Officer Training Program requirements as set by the Chief of Police.
3.Former Police Officers eligible for restoration of administrative department
seniority must have previously completed the Fremont Police Department Field
Training Program and their Probationary Period and be in good standing with
the department as determined by the Chief of Police.
Lateral Police Officers Administrative Department Seniority:
(a)Administrative department seniority will be determined based on a lateral police
officer's official hire date. In recognition of their experience, lateral police officers will
obtain seniority over the Police Officer Trainee classification. Lateral police officers
will have seniority as determined by their hire date and list of Police Officer Trainees
