STANDARDS: N/A PAGES: 5 CONTENTS This general order contains the following numbered sections: I. General Procedures II. General Information / Terms for Completion of the Bi-Weekly Timesheet III. Time & Compensation Records Retention PURPOSE The purpose of this general order is to establish procedures for the submission and administration of the Fort Myers Police Department’s time and compensation records. SCOPE These procedures shall apply to all Fort Myers Police Department personnel. DISCUSSION The accuracy of time and compensation records is crucial. Supervisors and employees must be accountable for the accurate reporting of on and off duty hours worked, by accurately documenting and thoroughly reviewing the reported hours, and by the timely submissions of the records for processing. SECTION I: GENERAL PROCEDURES A. Unless otherwise directed, civilian police department employees shall report all their time & attendance (including ALL leave requests) through the city of Fort Myers KRONOS timekeeping system. The below listed procedures apply to all personnel unless otherwise directed by an employee’s supervisor. Represented employees should refer to their Collective Bargaining Agreement (CBA) for additional requirements and restrictions. B. Reporting: Sworn employees shall submit a completed and signed memorandum to their immediate supervisor to request time off. This includes, but is not limited to, administrative leave, compensatory time taken, funeral leave, holiday, injury leave, jury duty, leave without pay, military leave, vacation, and scheduled sick leave (including FMLA and Workers' Compensation).See article 11.3 in IUPA Contract B. All non-exempt civilian employees are required to clock in/out on time at the start/end of their workday and lunch break. C. All employees are required to approve his/her BWTS, attesting to its accuracy G.O. 2.3 Time and Compensation Records 1 of 3 07/19/2024\n\n--- Page 2 ---\n\nD. Supervisors should approve their BWTS's to the designated timekeeper by 6:00 a.m. on Monday, after the end of the pay period. E. The accuracy and completeness of BWTS's are the responsibility of the employee and the supervisor approving the form. These records must be properly completed and shall accurately reflect all hours worked, including ODP hours and hours off. All hours in an employee's workweek must be accounted for by their respective supervisor. F. Kronos will act as the central repository and coordinator for all time and compensation records of the Fort Myers Police Department. SECTION II: TERMS FOR COMPLETION OF THE BI-WEEKLY TIMESHEET A. Comp Time Taken (Comp Used): Comp time may be taken at the discretion of the employee, when approved by their immediate supervisor. B. Funeral Leave (FNRL): In accordance with the city's policies and procedures and / or the IUPA/IUPAT Contract. C. Holidays (Hol/Bday Earned): As designated by the City Manager. All holidays are paid (or can receive comp time, if applicable) hour for hour, except for the four (4) designated time and a half holidays. They are: Thanksgiving Day, Friday after Thanksgiving, Christmas Day, and New Year's Day. The following applies to Sworn Personnel Only: Should an employee elect to receive comp time for one of the four time and a half holidays they can only earn the actual hours for the holiday as comp, the additional ½ time must be paid. Example: A police officer works on Christmas and wishes to bank their holiday. They can bank (10) ten hours as holiday comp time. However, the additional (5) five hours must be in pay. (This section applies to all personnel under the IUPAT Contract, not FMCEU contract) 1. Holiday Comp Time (Holiday Comp Used): Accrued holiday comp time that was received in lieu of taking a holiday off or receiving additional pay for working on the holiday. All holiday comp time accrued during a fiscal year and not used by September 30th will be paid to the employee in the second paycheck after October 1st. (Sworn Personnel Only) D. Court Time: Court time is earned for court appearances and pre-trial preparation. All court time shall be compensated at one and one half (1-1/2) their regular pay with a minimum of two (2) hours. May be earned as "OT Pay" or "OT Time". E. Sick Time (Sick): Used to report the time an employee is out of work for the following reasons: 1) personal illness or injury; 2) personal illness or injury of a member of the employee's immediate family (as defined by contract); or 3) medical appointments. F. Workers' Comp (W/C): The first week (7 days) after a physician deems the employee unable to work after the injury shall be reported as "sick" and will be deducted from the employee's sick bank.
