STANDARDS: 11, 81 PAGES: 3 CONTENTS This general order contains the following numbered sections: I. Supervisory Responsibilities at Critical Incidents III. Notification of Serious Incidents II. Incidents Requiring a Supervisor IV. Information for Notification PURPOSE The purpose of this general order is to identify and establish those incidents requiring the presence of one or more supervisors at the scene of the incident, and to ensure that proper procedures are used when reporting serious incidents to Bureau Commanders or to the Chief of Police. SCOPE These procedures shall apply to all Fort Myers Police Department personnel. POLICY It is the policy of the Fort Myers Police Department that a supervisor with the rank of Sergeant or above is present at the scene of a critical incident and that proper notification is made to superior officers when required. SECTION I: SUPERVISORY RESPONSIBILITIES AT CRITICAL INCIDENTS A. The Supervisors Responsibilities at a Critical Incident are as Follows: 1. To ensure the safety of all individuals at the scene. 2. To ensure that the department's resources are used effectively and efficiently to resolve and / or investigate the incident. 3. To provide assistance and direction to the officers on the scene. 4. To keep their superiors fully informed of the conditions, developments, and progress of the incident. 5. To provide assistance to other involved Bureau Commanders or Supervisors (Large, extensive crime scenes, etc.). The Following Incidents Shall Require a Supervisor to Respond to the Scene and Assume Command: (CALEA 81.2.4f) 1. Search warrants (Except when conducted at secured locations and with seized vehicle searches). 2. Barricaded suspects (mandatory with scene). 3. Hostage incidents (mandatory with scene). 4. SWAT team callouts. 5. Suicides / Suspicious Deaths (mandatory with scene). 6. Kidnapping. 7. A lost child, or a missing, endangered adult. 8. Homicides. 9. Carjackings / Home Invasion Robberies / Robberies with multiple victims. 10. Fatal traffic crashes. 11. Major fires. 12. Bomb Threats / Suspicious Packages / WMD. 13. All shootings where someone has been injured or killed. 14. All Gunshot Detection System Alerts (ShotSpotter) when responding CODE 2. 15. All verified sexual battery cases. 16. Incidents that involve a political or other well-known public figure. 17. Any kind of serious injury to an officer or to a member of the officer's immediate family. 18. Other major / critical incidents that may arise. SECTION III: NOTIFICATION OF SERIOUS INCIDENTS (CALEA 11.3.3) A. In Addition to the Critical Incidents Listed in Section II, all supervisors, officers, and/or detectives shall contact their respective supervisors and/or Bureau Commanders when any of the following incidents have occurred: 1. Any incidents where officers on foot or in vehicles are rocked or bottled. G.O. 1.8 Scene Command and Notification of Serious Incident 2 o f 3 08/24/2022\n\n--- Page 3 ---\n\n2. Traffic crashes involving police department employees and / or city owned vehicles. 3. Any other serious incident that poses a threat to the health and welfare of citizens or officers. 4. All requests by another agency for assistance by our personnel, whether uniform or detective personnel, of an emergency nature. B. The respective Deputy Chief will make notification to the Chief of Police. Failure to notify staff of any serious incident may result in disciplinary action to the supervisor. C. The Chief of Police or designee will make the decision if the City Manager, Mayor, or other Public Officials are to be contacted. SECTION IV: INFORMATION FOR NOTIFICATION A. Information to be Given Upon Making Notification: The following information will be provided, at a minimum: 1. Type of incident. 2. Location. 3. Time. 4. Present situation and response. 5. Number of personnel at scene. 6. Name of hospital that victims / suspects are being transported to. 7. Any media inquiry or presence. 8. Names of other key personnel contacted. 9. Names of other law enforcement organizations involved, and if their supervisors have been contacted. 10. What the immediate needs are, if any. 11. What has been done up to the notification.
