TITLE: Special Purposes Vehicle And
Vessel High Mobility Multipurpose
Wheeled Vehicle (HMMWV)

PURPOSE: The purpose and scope of this
policy is to set guidelines for the use,
training, and storage of the high mobility
multipurpose wheeled vehicle (HMMWV).
SCOPE: All departmental personnel.
PROCEDURE
The use of the HMMWV will be authorized
by the Chief of P olice and/or a designated
person. The use of the HMMWV will only
be for legitimate patrol/city purposes such
as: patrol calls involving armed subjects,
search warrants, officer or citizen rescues,
inclement wea ther operations, off -road
operations, authorized training and other
assigned tasks as desi gnated by the chief of
police. The HMMWV may be used for
demonstrations, displays, or special events
with the authori zation of the Chief of Police.
If the HMMWV is utilized by patrol
personnel, the maste r driver shall be notified
pre/post operations to cond uct a vehicle
check of the HMMWV and the fuel level.
HMMWV OPERATOR TRAINING:
As needed, training will be conducted by the
HMMWV, master driver or a person
designated by the Chief of Police.
A valid class "E" F lorida driver's license and
the c ompletion of a training course , is
required to drive the Florida City Police
HMMWV. All operator s must be familiar
with the operating characteristics of the
vehicle, a nd have received training in its use
by the FCPD HMMWV master d river or a
designated trainer. The HMMWV will be
operated safely and in conformance
applicable state laws.
HMMWV PARKING AND STORAGE:
The HMMWV will be parked in the last sp ot
adjacent to the sally port (K 9) this is in part
to the height of the vehicle not blocking the
view of other patrol cars in line. T he vehicle
should also be parked in area where it can be
monitored daily by officers walking in and
out of the station.
HMMWV MAINTENANCE:
Maintenance of the HMMWV is the
responsibility of the Florida C ity motor -
pool. the HMMWV master driver, as well
as, other assigned personne l will routinely
check the HMMWV ensuring the battery is
charged, the brakes and chocks are in use,
the engine w ill turn over and that the
HMMWV is clean and in general working
order.

USE OF THE HMMWV BY OUTSIDE
AGENCIES:
The use of the HMMWV by outside mutual
aid agencies for emergency purp oses will be
authorized by the Chief of P olice or his
designee. A q ualified Florida City Police
HMMWV operator(s) shall deploy with the
HMMWV as part of the request. T he
requesting agency assumes all responsibility
and liability for the proper use of the
vehicle.
HMMWV SPECIAL EQUIPMENT
The Florida City Police HMMWV is painted
and marked for tactical operations. The
HMMWV is equipped with red/blue police
lights/siren, a police radio, and a recovery
winch. The HMMWV can be used for police
operations authorized by the Chief of Police
or his designee. The HMMWV when
possibl e should not be used in police
pursuits.
