1  3.176 GENERAL : Person under arrest will be thoroughly searched prior to being transported. This requirement is applicable to each subsequent transporting officer. One-man units shall not transport a prisoner unless the vehicle is equipped with a protective divider or supervisory approval is obta ined. When a two -man unit not equipped with a protective divider is utilized, one officer and not more than two prisoners will occupy the rear seat with the second officer in a position behind the driver . Not more than 12 prisoners will be transported simu ltaneously. 4 prisoners in the front compartment and 8 prisoners in the rear compartment of the transport Jail van. Prisoners shall be transported to a detention facility without unnecessary delay. Should a delay occur, the dispatcher shall be advised imme diately. Should a prisoner cause damage to the transporting vehicle, he shall be charged with the appropriate offense. Prisoners shall not be permitted to smo ke while being transported.  3.180 SPECIAL REQUIREMENTS : A prisoner of the opposite sex shall be transported by two officers or, with supervisory approval, one officer. The dispatcher shall be advised as to location and mileage readings upon the departure for, and arrival at, the place of booking or confinement. The dispatcher shall be notified immediately should a delay occur. Female and male pris oners shall not occupy the same vehicle without supervisory approval.  3.181 TRANSPORT JAIL VAN : Unless otherwise noted, transport Jail Van will be equipped with a barrier which prevents prisoner access to driver’s compartment with due regard for cooling, heating, ventilation, and ease of conversation between officer and prisoner. Will be modified so as to prevent the exit of the prisoner fro m the prisoner compartment without the assistance of the transporting officer. Will be search inside front and back when received for use, regardless of whether or not prisoner transport duty is anticipated, before and after shifts. Will be search immediat ely before a prisoner is placed within and immediately after a prisoner is removed. Will be inspected each time accepted for use with regard to safety, general roadworthiness, and contraband. All prisoners shall be handcuffed and secured with safety belt w hile being transported in a city vehicle or transport jail van . Any deviation requires prior authorization from a supervisor. 3 Prior to transporting a prisoner, transporting officer shall ensure that the transport jail van video monitoring camera system in the prisoner compartment area are functional and properly operating. If the transport jail van video monitoring camera system is not functional or operating properly , the transport jail van will not be utilize and the transport officer will notify the shif t supervisor immediately without delay. Any deviation requires prior authorization from a supervisor. Transporting officer will ensure the safety, care, custody and control of all prisoner (s) transported remains paramount. Transporting officer is strictly responsible for the well -being of all prisoner(s) transported in their custody. Any deviation from this transport policy will result in appropriate disciplinary action.
