T. STATEMENT OF PURPOSE AND DECLARATION OF POLICY
To insure that recruitment and employment pracdces are uniform, consistent' and in conformity with
legal requirements and generally uccepteA plrsonn"l procgdyes, the following Personnel Rules and
Regulations are hereby JrtuUtirt"d. These Rules and Regulations define the City's personnel practices
and procedure., ui!",*]";**"0 . .r"tri.h uniformity of understanding among applicants, citi
employees, and the public. The Mayor reserves the right to amend these Rules and Regulations' subject
to approval by the City Commission. Under special or unforeseen circumstances' the Mayor may modify
these Rules and Reguiations for an individual employee when warranted'
Affirmative Actloriand equal employment practices are a high priority, and the Affirmative Action Plan
of the City, adopted fUy i6, 117^9, Uy Resolution No' 79-15, is incorporated by reference as part of the
personnel Rules and Reiulations. Any inconsistencies or contradictions between the Affirmative Action
plan and these Rules ani Regulationi will be reviewed and resolved by the city commission'
II. APPLICABILITY AND EXCEPTIONS
These Rules and Regulations apply to all employees and contractual employees of the City of Florida
City, except for elecld officiais, election *oit .tt, and appointed members of boards and committees'

such a contract.
ITI. DRUG AND ALCOHOL POLICY STATEMENT
The city regards the misuse of alcohol or drugs by employees to be an unsafe work practice' The City
and the publ,ic expect all employees to .eport tJ work drug and alcohol free, and mentally and physically

of the Drug and Alcohoi-Abuse Policy is available for inspection in the Personnel office'
