LEGALITY The Department cannot declare a labor dispute to be illegal. Such declaration can only be established by a duly constituted court of law. 2.420.10????????????????????? CONTROL The manner in which a labor dispute is to be controlled is largely at the discretion of the officer in charge. The officer in charge or his designate may meet with representatives of the parties involved and shall inform them of their rights and responsibilities. Neither force nor violence will be tolerated and the law will be enforced with impartiality. Rights of the public to use public streets and sidewalks will be protected.
