WILL LIST THE AREAS WHICH THE EXAMINATION WILL COVER AND THE
SOURCES FROM WHICH THE EXAMINATION IS DRAWN. [CFA 15.02(A)(B)]
SUCH EXAMINATION SHALL BE RESTRICTED TO PRESENT EMPLOYEES
SERVING IN A LOWER RELATED CLASSIFICATION FOR A MINIMUM OF
TWO (2) YEARS. [CFA 15.03(C)]
THE EXAMINATION PROCESS WILL CONSIST OF FOUR (4) PARTS:?
??????????? ACHIEVEMENT OF A PASSING SCORE ON A WRITTEN
EXAMINATION WHICH WILL BE WORTH 50% OF THE TOTAL SCORE;
??????????? AN ORAL EXAMINATION WORTH 30% OF THE TOTAL SCORE;
??????????? AN EMPLOYEE SHALL RECEIVE ONE (1) SENIORITY
PERCENTAGE POINT FOR EACH YEAR OF SERVICE UP TO A MAXIMUM
LIMIT OF 10 PERCENTAGE POINTS;

??????????? AND AN EDUCATIONAL CREDIT WORTH A MAXIMUM OF 10%
OF THE TOTAL SCORE.?
A 70% CUMULATIVE SCORE SHALL BE DEEMED PASSING.

THE CITY AGREES TO ASSURE THAT WRITTEN EXAMINATIONS ARE
VALIDATED IN ACCORDANCE WITH ESTABLISHED VALIDATION
STANDARDS AND TECHNIQUES.? THE PURPOSE OF USING ?ESTABLISHED
VALIDATION STANDARDS AND TECHNIQUES? IS TO ALLOW THE CITY TO
USE TESTS THAT HAVE BEEN DEVELOPED BY OTHER REPUTABLE
ORGANIZATIONS SUCH AS MIAMI-DADE COUNTY.? IT IS AGREED THAT
THE PARTICULAR VALIDATION METHOD USED BY THE CITY WILL BE
DECIDED UPON BY THE CITY MANAGER AND THE CHIEF OF POLICE IN
THEIR SOLE AND EXCLUSIVE DISCRETION. [CFA 15.04]
SHOULD AN OFFICER WISH TO CHALLENGE A QUESTION OR QUESTIONS
ON A PROMOTIONAL EXAMINATION, THE CHALLENGE SHALL BE
RESOLVED BY THE TEST FACILITATOR.? THE FACILITATOR MAY SEEK
GUIDANCE FROM THE CHIEF OF POLICE, HOWEVER THE ULTIMATE
DECISION REGARDING THE CHALLENGE RESTS WITH THE FACILITATOR.

FOLLOWING THE SUCCESSFUL COMPLETION OF THE WRITTEN EXAM,
EACH CANDIDATE SHALL BE EXAMINED BY AN INTERVIEW BOARD OF
THREE (3) INDIVIDUALS FAMILIAR WITH THE OPERATIONS OF LAW

ENFORCEMENT AND CHOSEN BY THE CITY MANAGER AND CHIEF OF
POLICE IN THEIR SOLE AND EXCLUSIVE DISCRETION.
ALL EMPLOYEES SHALL BE NOTIFIED OF THEIR SCORES AND A LIST OF
ELIGIBLE CANDIDATES SHALL BE COMPILED.? IF NO APPLICANTS HAVE
ATTAINED A PASSING SCORE, THE CITY MAY, AT ITS DISCRETION,
APPOINT AN ?ACTING? SERGEANT TO FILL THE POSITION.? THE CITY
WILL THEREAFTER RE-ANNOUNCE A TEST IN ORDER TO PERMANENTLY
FILL THE VACANCY.? ALL EMPLOYEES ELIGIBLE AT THE TIME OF RE-
ANNOUNCEMENT MAY TAKE THE SECOND TEST. [CFA 15.03(E)]
THE CHIEF OF POLICE SHALL BE THE FINAL AND EXCLUSIVE AUTHORITY
IN DETERMINING WHICH OFFICERS ARE TO BE PROMOTED, PROVIDED
ONLY THAT HIS/HER CHOICES SHALL BE LIMITED TO THE THREE (3)
HIGHEST SCORING OFFICERS, AS DETERMINED BY A COMBINATION OF
SCORES AND CREDITS AS HERE IN ABOVE SET FORTH.? THE CHIEF SHALL
HAVE THE RIGHT TO CONSIDER AN EMPLOYEE?S PAST PERFORMANCE
AND DISCIPLINARY RECORD AS A DETERMINATE IN THE PROMOTION
PROCESS. [CFA 15.03(F)]
THE PROBATIONARY PERIOD OF EMPLOYEES PROMOTED TO SERGEANT
SHALL BE ONE (1) YEAR.?
