1 FLORIDA CITY POLICE DEPARTMENT ADMINISTRATIVE DIRECTIVE 1. Purpose To establish policy, guidelines and regulations concerning the utilization of naloxone by trained personnel within the Florida City Police Department (FCPD). 2. Scope It is the policy of the FCPD to ensure members are properly trained in the use and deployment of Naloxone, in accordance with the laws of the State of Florida and commonly accepted medical practice, in the absence of trained emerge ncy medical personnel. 3. Authorization Members of the FCPD are authorized to administer “Emergency Opioid Antagonists,” or Naloxone Hydrochloride (commonly referred to as NARCAN) to an individual experiencing an overdose by provisions set forth in Section 38 1.887, Florida Statutes. 4. Definitions • Administer/Administration – To introduce an emergency opioid antagonist into the body of a person. • Naloxone Hydro chloride (NARCAN) – An opioid antagonist for reversal of respiratory depression and other opioid effects i n persons who have abused heroin, morphine, or other synthetic opioids. Examples include: fentanyl, ca rfentanil , heroin, oxycodone, methadone, morphine, codeine, opium, hydrocodone, and name brand drugs such as Percocet, Vicodin and Demerol. 5. Training Requirements • Officers must complete a NARCAN training program. • Training involved under standing opioid overdose, NARCAN administration techniques, and post -administration care. • Officers must undergo annual refresher courses to remain certified. 6. Storage and Maintenance • NARCAN should be stored in climate -controlled area when not on patrol. • Each patrol unit should carry at least one N ARCAN kit, ensuring it is within expiration and in good condition. • Monthly inspections will be conducted and documented by shift supervisors to che ck the integrity and expiry of N ARCAN supplies. 7. Usage P rocedures • ALL members responding to a scene in relation to the use of NARCAN Nasal Spray Kit shall immediately notify their supervisor and shall follow the following procedures: a. Members will immediately summon emergency medical services to any scene where it is suspect ed an individual is in a potential overdose state. b. Members will call for another unit to arrive on scene to assist. c. When Fentanyl is suspected on scene and NARCAN is administered , a supervisor will be notified. d. Members should use universal precautions and protections from blood borne pathogens and communicable diseases when administrating NARCAN (including a pocket mask to administer rescue breaths); e. Do not prime or test the device prior to administration. f. Members will determine the need for treatment with NARCAN by evaluating the patient. g. Members shall use proper tactics when administering the NARCAN Nasal Spray Kit, as individuals who are revived from an opioid overdose frequently regain consciousness in an agitated or combative state, and may exhibit symp toms associated with withdrawal. h. If NARCAN Nasal Spray Kit administration is effective, place subject into the recovery position and provide supportive care, if needed. i. Immediately inform responding EMS personnel that NARCAN has been administered and provi de updates if needed. j. Officers will not relinquish care of the individual until relieved by a person with a higher level of training or by Fire Rescue personnel. 3 8. Documentation and Reporting • Officers must document each instances of N ARCAN administration i n a detailed Offense incident report. • Reports should include circumstances, observed symptoms, doses administered, and outcomes. 9. Replacement of Used NARCAN Kits • Officers will place the used NARCAN dose back in the original packaging and place it into an e vidence bag, labeled “Used” with the report number. Officers will be provided with replacements for used NARCAN kits upon submitting the used NARCAN dose , report and an email to their supervisor. The report copy must be signed by both the involved officer and their supervisor.
