16.6 PERFORMANCE REVIEW Page 1 of 10 EDGEWOOD POLICE DEPARTMENT GENERAL ORDER #16. 6 PERFORMANCE REVIEW SYSTEM Effective Date: January 25, 2024 The purpose of this policy is to establish and provide guidance for the administration of the agency performance review system. This General Order shall contain the following numbered sections: I. Scope II. Overview and Introduction III. Review Periods IV. General Procedures V. Appeals VI. Performance Review Form I. SCOPE A. The agency has the responsibility for adminis tering a system providing for fair, objective and equitable review and evaluation of the work performance and effectiveness of all agency personnel. B. All full time personnel shall be evaluated . II. OVERVIEW AND INTRODUCTION A. The objectives of the performance review system are: 1. Provide an employee with feedback regarding a supervisor’s evaluation of his/her job performance . 2. Assist and employee in realizing their potential . 3. Aid supervisors in improving the effectiveness and efficiency of their operations and/or areas of responsibility . B. The purposes of the performance review are: 1. Advising an employee of the strengths and weaknesses in the performance of their assigned duties . 2. Serving as a basis for discussion as to how an employee might improve his/her performance . 3. Counseling employees on duties and responsibilities and expected performance . 4. Providing a basis for employee counseling and/or training . 16.6 PERFORMANCE REVIEW Page 2 of 10 5. Providing a basis for disciplinary action/s . C. The forms utilized in the performance review are designed to assess job functions and responsibilities . III. REVIEW PERIODS A. Reviews are intended to measure an employee’s performance over a specified period of time or for a specified reason. Supervisors shall ensure that the review reflects the proper period for which the employee is to be rated. B. Performance reviews shall be comple ted for the following reasons: 1. Probationary a. Sworn Officers serving an initial probationary period shall be rated daily while in Field Training. Upon completion of Field Tra ining, they will be rated monthly . At the end of their probationary period , they will be given an annual review . b. Civilian personnel will have a 6 month probationary period and will receive a review at 90 days and 180 days. c. If the Departm ent’s Annual Review occurs during a probationary period, an ann ual review will not be completed . If the probationary period ends within 90 days of an annual review, the probationary review will serve as the annual review . d. The review shall be completed by the current supervisor . 2. Annual a. Annual performance reviews shall be conducted for all full-time employees . b. The review shall be completed by the employee’s immediate supervisor . c. Annual reviews shall be based upon the calendar ye ar and shall be due no later than the last day of January of the following year . 3. Transfer a. Transfer reviews may be required, at the discretion of the Chief of Police, or his designee, when an employee transfers from one supervisor or assignment to a nother . b. Transfer reviews shall be completed by the employee’s supervisor prior to the employee transferring to the new supervisor . 4. Special Performance a. Special Performance reviews may be completed at any tim e when in the opinion of the immediate supervisor and employee’s performance has deviated from acceptable standards . b. Special Performance reviews may be completed by the employee’s immediate supervisor or the Chief of Police . IV. GENERAL PROCEDURES 16.6 PERFORMANCE REVIEW Page 3 of 10 A. All full-time sworn personnel except the Chief of Police shall be evaluated utilizing the procedure contained within this policy . B. Non -sworn personnel , the Deputy Chief of Police, and the Chief of Police shall be evaluated utilizing the procedure set forth in the City of Edgewood Personnel Manual . 1. The Chief of Police shall ensure that all police department employee evaluations are completed annually and that the completed evaluations are placed in the employee’s personnel file. 2. The Mayor of the City of Edgewood shall complete the evaluation on the Chief of Police . C. Employees will be evaluated using criteria specific to the position/s they occupied during the rating period. D. An employee’s performance review shall be based only on the employee’s performance during the rating period. E. An employee’s performance review shall be prepared and signed by the employee’s immediate supervisor and reviewed by the chain of command . 1. The evaluation shall be completed electronically utilizing the approved agency format . 2. The Chief of Police shall evaluate the ratings given to an employee and has the authority to change a rating or add comments. 3. The Chief of Police will initial any additions or changes and sign the review. F. Explanatory comments are mandat ory when the rating for any cate gory is Exceeds Standards or Below Standards . G. The rater must provide comments for the Overall Rating category. H. All employees shall be given written notice of substandard performance prior to the end of the review period. I. Employees shall be counseled by their immediate supervisor at the beginning of the rating period concerning the following, at a minimum: 1. Task of the position they are occupying . 2. Level of performance expected . 3. Criteria used for ratings on the evaluation . J. The rating supervisor shall discuss all performance reviews with the affected employee in a formal review interview. At a
