GENERAL ORDER # 14. 7
TRAINING

It is the policy of the Edgewood Police Department to maintain a training function that directs
the development of new skills and on the job training for employees.
This policy consists of the following numbered sections:
I. Scope
II. General
III. Remedial Training
IV. Field Training Program
I. SCOPE
A. The purpose of this policy is to develop and maintain a comprehensive training
program w ithin the department by providing instruction in those subjects
pertinent to established methods, techniques and procedures.
B. The department shall provide remedial training where necessary.
C. The department may schedule personnel to attend advanced tra ining sessions,
lectures and seminars conducted at other institutions.
D. It is the policy of the department that all sworn personnel shall adhere to all in -
service training requirements to include annual firearms qualification and
mandated training topics .
II. GENERAL
A. Employees shall attend scheduled training classes. Upon notification of training it
is the responsibility of the employee to attend the training as scheduled.
B. Failure to attend a required training class without prior approval or excused
absence shall be considered an unauthorized absence and the employee may be
subject to disciplinary action.
C. Make -up classes shall only be scheduled when necessary. Employees who miss a
training class shall attend the make -up class.
D. Lesson plans are required for training classes administered by the department .
The approved department lesson plan format/s shall be used for all lesson plan/s.
A copy of the approved format/s is attached to this policy. The lesson plan shall
include the following:
1. Course title .
2. Date the lesson plan was prepared .

4. Name of the individual preparing the lesson plan .
5. Training space required (i.e. classroom, firing range, etc.) .
6. Statement of student performance obj ectives .
7. Appropriate instructional techniques .
8 Handouts to be provided the student (if used) .
9 General comments for instructors (if applicable) .
10. Block of Instruction/Course content .
11. Identification of test/s (if used) .
12. Training coordinator approval .
E. The Ch ief of Police shall designate a department employee as department Training
Coordinator. The Training Coordinator shall:
1. Maintain records of each training class administered including the
following information:
a. Cour se content/lesson plan .
b. Name of attendees .
c. If applicable, the performance of the attendees .
d. Instructor information .
e. Identification of test/s used .
2. Maintain up to date training records on each department employee .
3. Approve all lesson plans prior to instruction .
F. The approval process for department lesson plans shall be as follows:
1. Any individual meeting the requirements for conducting training as
delineated in this policy may prepare training lesson plans .
2. The lesso n plan must be prepared in accordance with the provisions of this
policy .
3. Once the lesson plan has been prepared it shall be submitted to the
department Training Coordinator for approval .
4. If the department Training Coordinator approves the plan he (d epartment
Training Coordinator) shall note his approval on the lesson plan format in
the appropriate location .
5. If the department Training Coordinator determines that the proposed
lesson plan fails to meet department standards (as delineated in this
policy) the lesson plan will be returned to the individual who prepared the
plan with the deficiency/s of the plan noted .
6. The individual who originally prepared the lesson plan shall then remedy
the deficiency/s as noted by the department Training Coordinator and re -
submit the plan for approval .
7. The determination of whether or not to approve any lesson plan rests with
the department Training Coordinator .
8. Final resolution of any issues shall be made by the Chief of Police, or
designee, if neces sary.
14.7 TRAINING Page 3 of 9 G. When applicable to specific CJSTC identified high liability courses, instructors shall
have successfully completed the Instructor Techniques Course or its equivalent as
prescribed by CJSTC prior to assuming instructor duties.
H. Training may be pe rformed by department personnel, instructors from outside
the department or by other persons who possess the requisite skills to present the
desired training topics.
1. Qualified instructors are an essential element of any successful training
program. The Training Coordinator shall be responsible for the selection
and monitoring of instructors for department provided training. The
Training Coordinator shall confer with the Chief of Police prior to selecting
instructors.
2. Department instructors shall be thoroughly knowledgeable in the subject
matter in which they are instructing .
3. Department instructors should demonstrate proficiency in their subject
matter through a written and/or verbal presentation to the satisfaction of
the Training Coordinator .
4. The instructor shall provide lesson plans in advance of the training class
that are subject to approval by the Training Coordinator .
5. All department instructors shall follow all CJSTC skill, knowledge and ability
requirements for the topics they will teach .
I. New employees shall receive instruction in the following areas within 30 days of
the start of their employment with the department:
1. An orientation to the department’s role, purpose, goals, policies and
procedures .
2. Working conditions and reg ulations, to include information about the
union contract provisions .
3. Rights and responsibilities of the employee .
4. Accreditation process .
J. Department personnel assigned the following duties shall receive specialized
