9.6 EXTRA DUTY EMPLOYMENT Page 1 of 7 EDGEWOOD POLICE DEPARTMENT GENERAL ORDER # 9. 6 EXTRA -DUTY EMPLOYMENT Revised Date: January 25, 2024 The purpose of this policy is to provide guidelines for the approval, supervision and assignment of extra -duty employment. Workers Compensation I. SCOPE A. The Edgewood Police Department recognizes that the employment of personnel by public agencies and private businesses must remain consistent with its obligation to serve the community. B. Extra-duty employment requests must be centralized, monit ored and controlled to assure fair and professional service to all involved parties. C. The agency shall regulate and approve law enforcement related extra -duty employment. II. DEFINITIONS A. Courtesy Officer: Any sworn member working extra -duty at an apartment or condominium complex in the City of Edgewood where the employee resides and 9.6 EXTRA DUTY EMPLOYMENT Page 2 of 7 receives any compensation including discounted rent or free services for providing police services . B. Extra -Duty Employment - Employment requiring law enforcement powers as a condition of employment. C. Secondary Employment - Employment not requiring law enforcement powers as a condition of employment . D. Extra -Duty Employment Authorization Forms - The agency forms used to document approval of extra -duty employment . III. RESPONSIBILITY OF THE CHIEF OF POLICE A. Authority of the Chief of Police 1. The Chief of Police, or his designee, shall be responsible for the coordinatio n of extra -duty employment. 2. The Chief of Police may disallow extra -duty employment if, in his professional opinion, it is not in the best interests of the Edgewood Police Department or the City of Edgewood. 3. The Chief of Poli ce has the authority to suspend, revoke or terminate extra - duty employment if agency General Orders are not being followed. B. The Chief of Police may designate coord inators for extra -duty employment . C. The Chief of Police shall maintain, or cause to be maintained extra -duty employment records. D. The Chief of Police may post, or cause to be posted, requests for extra -duty assignment of officers received by the agency. E. The Chief of Police may coordinate, or cause to be coordinated, disciplinary action should an employee fail to fulfill his/her responsibilities to an extra -duty detail. F. The Chief of Police may coordinate and clarify special requirement s or considerations of extra -duty employment with requesting extra -duty employers. G. The Chief of Police shall resolve extra -duty employment conflicts . H . The Chief of Police shall establish the minimum hourly rate of pay for extra -duty jobs. The Department charges a 10% Administrative Fee on the officer wages to cover payroll taxes and equipment expenses. If a department vehicle is used in a patrolling fashion during the extra -duty job, a $3.00 per hour vehicle usage fee will be charged. IV. CONDITIONS OF EXTRA -DUTY EMPLOYMENT A. Extra -duty employment is a privilege and is secondary to duties performed for the Edgewood Police Department. B. Personnel participating in extra -duty employment do so pursuant to the General Orders of the agency. C. Employees working extra -duty employment are subject to recall by the agency. D. No agency member shall accept gifts, gratuities, bonuses, tips or merchandise in any form from any extra -duty employer. E. No extra -duty job will be authorized if a potential employer places any restrictions of race, color, gender or national origin on who may work the job. 9.6 EXTRA DUTY EMPLOYMENT Page 3 of 7 F. All payments for extra -duty must be processed through the department. The department only accepts checks for payment. The department will process the payments to the officers and pay them on the off week of their department paycheck . Officers shall not receive direct payment for extra -duty services f rom the extra -duty employer. V. EXTRA -DUTY JOB PROCESS A. Prospective extra -duty employers must obtain approval from the Chief of Police by submitting a n Extra -Duty Employment Authorization Form. . B. The request for approval from the prospective extra -duty employer must contain the following information: 1. Location of the extra -duty job 2. Date/s and time/s of the extra -duty job 3. Number of officers requested 4. Hourly rate of pay 5. Method of payment to the officer/s working the job 6. Name and contact information of a job coordinator C. Upon receipt of the Extra-Duty
