5.7 PART TIME EMPLOYEES Page 1 of 4 EDGEWOOD POLICE DEPARTMENT GENERAL ORDER # 5. 7 PART TIME EMPLOYEES Revised Date: April 13, 2023 It is the policy of the Edgewood Police Department to utilize volunteers in law enforcement related support services. Volunteers serve as a valuable resource in emergencies and in supplementing the day -to-day operations of the department . This General Order consists of the following numbered sections: I. Scope II. General – Sworn Part Time Employees III. General – Non -Sworn Part T ime Employees I. SCOPE A. This policy provides guidelines for the selection, training, and specific rules and regulations pertaining to part time employees. B. The department shall establish and maintain a Reserve Officer program. II. GENERAL – SWORN P ART TIME EMPLOYEES A. A Reserve Police Officer (also known as a Reserve Officer or Certified Part Time Police Officer) is a person appointed by the Chief of Police as a law enforcement officer for the City of Edgewood who has met the training requirements prescribed by the Florida Criminal Justice Standards and Training Commission for individuals who aid, assist and function as a police officer. B. Selection criteria for Reserve Officers shall be the same as Full Time Officers. C. The department Reserve Officer program shall consist of the following: 1. Reserve Officers shall augment the Full-Time Officer staff of t he department. 2. Reserve Officers shall work as patrol officers responding to dispatched calls for service . 3. The Chief of Police m ay authorize Reserve Officers who have specialized skills to work elsewhere in the department depending on the needs of the department . 4. Reserve Officers shall have the same authority and latitude as Full Time Officers. 5.7 PART TIME EMPLOYEES Page 2 of 4 5. Reserve Officers shall have the same authority to make arrests and otherwise enforce the law and preserve the peace as do the full t ime Officers. 6. Reserve Officers shall be issued and wear the same uniform and be equipped the same equipment as the f ull time Officers a. The Chief of Po lice, or his designee, may authorize Reserve Officers to wear plain (civ ilian) clothes to fulfill department objectives b. Reserve Officers shall wear the issued body armor while in uniform and on duty. 7. Reserve Officers are required to work a mandatory twelve (12) hours per month. New Reserve Officers shall work a minimum of 24 hours per month while in Field Training . The Chief of Police may waive this requirement for Reserve Officers. 8. Reserve Officers who fail to p erform the mandatory twelve (12) hours of duty each month may be subject to disciplinary action. 9. Reserve Officers are required to work two (2) city sanctioned events per year. 10. Upon completion of the Field Training Program , Reserve Officers shall be eligible to work Enforcement Related Extra -Duty Employment . 11. Reserve Officers may be requested to work during emergency situations by the Chief of Police or his designee . 12. The Chief of Police may designate a Full Time Officer to serve as the Reserve Officer Liaison . a. In the event that the Chief of Police does not designate an officer to serve as the Reserve Off icer Liaison the Patrol Sergeant shall serve in that capacity. 13. Reserve Officer administrative authority : 1. All Reserve Officers shall be subordinate to all Full Time Officers . 2. Reserve Officer rank designations are administrative only . 14. Reserve Officers serve at the pleasure of the Chief of Police and as such are subject to At Will Termination. 15. Reserve Offic ers shall comply with all departments’ written directives. 16. Reserve Officers shall adhere to all rules and regulations rel ating to the operation of department’s vehicles. 17. Reserve Officers are authorized to carry and use firearms and shall comply with any and all written directives of th e department relating to the use and display of firearms. D. Reserve Officers will be commissioned only after completion of a training program, which meets or exceeds the department’s minimum standards. The training will be equal to that required of Full Time Officers performing the same duties and responsibilities. 1. Reserve Officers must successfully complete the department Field Training Program within 18 months of their hire date. 5.7 PART TIME EMPLOYEES Page 3 of 4 2. Reserve Officers shall be restricted in their ability to perform law enforcement duties to only those areas for which they have received training . 3. The Chief of Police may waive portions of the Field Training Program as follows: a. For those new officers who, in his /her opinion, have sufficient documented training and/or experience to properly fulfill the duties of an Edgewood Police Department police officer . b. In no cases shall the new officer ’s training be waived to a period of time less than that required by CJSTC and CFA standards . E. Reserve Officers shall receive in-service training equivalent to that of Full Time Officers performing like functions. Attendance at training is mandatory. The hours and schedules may be varied to accommodate the Reserve Officers. This training shall include: 1. Mandatory retraining as required by C.J.S.T.C. 2. Annual weapons proficiency training in accordance with the provisions of G.O. #4 ( Response to Resistance ). 3. Annual use of force training in accordance with the provisions of G.O. #4 (Response to Resistance ). 4. Biennial
