EDGEWOOD POLICE DEPARTMENT REGULATION
REGULATION 900 – PUBLIC ACTIVITIES
EFFECTIVE: 3/30/2023

900-1, COMMERCIAL TESTIMONIALS
Employees shall not permit their names or photographs to be used to endorse any product or service if they are identified
as employees of the Edgewood Police Department without the per mission of the Chief of Police.
900-2, OUTSIDE EMPLOYMENT
Prior to engaging in any outside business, calling, or employment, the employee shall submit a request for a permit to do
so to the Cfief of Police through channels on the approved form.
900-3, ISSUANCE OF EXTRA -DUTY WORK PERMIT
The decision to issue or deny a permit to work outside the Department will be guided by City Policy and Procedures m anual
and current Departmental directives.
900-4, POLITICAL ACTIVITIES
Each employee should become fully informed regarding the issues of local, state, and nat ional political campaigns and of
the ca ndidates' qualifications for the offices they hope to attain. Each employee, as an individual voter, is urged to vote in
all elections.
Employees may express their opinion s on any candidate or issue, e.g ., campaign contributions, and may participate in any
political campaign during their off -duty hours and while not in uniform.
While on -duty, employees shall not participate in lobbying activities, campaign, wear campaign material, or display any
campaign material o n any police vehicle.
Employees shall not have or d isplay any campaign material, e.g., signs, posters, etc., on their private vehicles while the
same are on City property. Bumper stickers actually on bumpers are permitted.
City property, for the purpose of this regulation, shall be defined as any City building or facility in which employees are
engaged in work activities, or any City employee parking area.
Should any employee receive a request for information concerning Ci ty business, other than that usually and readily
available to any citizen from any candidate for public office, the candidate shall be advised to submit the request in writin g
to the Mayor.
Employees shall not be candidates for or hold elected office in the government of the City of Edgewood .
Employees shall not solicit any assessments, contributions, or services for any political candidate or party from any other
employee while either empl oyee is on duty or in uniform.
Employees shall not require political service of any subordinate.

Employees shall have the right to hold membership in and support a political party, to vote as he /she chooses, to express
an opinion on all political subjec ts and candidates, to maintain political neutrality, and to attend political meetings, subject
to the limitations set forth in this subsection.
Employees may not appear before City Council while on duty unless summoned or requested by City Council or wit h prior
approval of the Chief of Police.
900-5, ORGANIZATIONS PROMOT ING HATE -BASED VIOLENCE
No employee shall knowingly become a member of or connected with any organization promot ing hate-based violence
except when necessary in the performance of an ap proved duty and then only under the direction of the Chief of Police .
These o rganizations include those that explicitly and solely promote hate-based violence against a race, religion, disability,
sexual orientation, ethnicity, gender, or gender identity.
900-6, PERSONAL PREFERMENT
No employee may seek the influence of intervention of any person outside of the Department for purposes of personal
preferment, advantage, transfer, or advancement.
900-7, CONDUCT TOWARD THE PUBLIC
It is the policy of the Edgewood Police Department that employees conduct themselves in accordance with the following
provisions:
a. Courtesy:
Employees shall exercise reasonable courtesy in their dealings with the public. Their interaction shall be professional
and avoid profane and insolent language or behavior which ridicule s, mock s, deride s, taunt s, belittle s, willfully
embarrass es, humiliate s, shame s or do anything reasonably calculated to incite a person to do violence.
b. Identification:
Employees shall supply a business card when asked for their name, I.D., badge number, or any other type of
identification information. On-duty employees shall carry a supply of business cards with them, unless in an
undercover capacity. If the employee does not have business cards, he/she shall make arrangements to obtain them
as soon as possible. Should an employee not have a business card available, he/she shall provide his/her name and
employee number legibly on a piece of paper in addition to any official paperwork the requesting citizen is to receive.
This shall be provided in a courteous manner and as soon as is reasonably possible.
c. Requests:
Employees shall attend to requests from the public quickly and accurately. They shall avoid unnecessary referrals
to other parts of the Department.
900-8, SOLICITATIONS AND COLLECTIONS ON CITY PROPERTY
The sale of any merchandise, tickets, subscriptions, or the distribution of handbills or similar advertising materials on Cit y
property is prohibited without having first obtained specific authorization by the Chief of Police. This includes collection of
money for installment payment obligations, magazine subscriptions, and similar activity. Nothing in this section shall be
deemed to prohibit the distribution and sale of newspapers by an accredited carri er.
