1 EDGEWOOD POLICE DEPARTMENT REGULATION REGULATION 500 – DEPARTMENT PROPERTY AND EQUIPMENT EFFECTIVE: 3/30/2 023 DISTRIBUTION: ALL EMPLOYEES REVIEW RESPONSIBILITY: CHIEF OF POLICE ACCREDITATION CHAPTERS : 14, 21 CHIEF OF POLICE: DEAN DESCHRYVER 500-1, DEPARTMENT PROPERTY AND EQUIPMENT Employees shall be responsible for City -owned property, money, and equipment assigned to them, used by them, or under their control. They shall care for and maintain this property and equipment in s uch a way that it is ava ilable and in good condition at all times. They shall report any loss or damage of this property or equipment to their supervisor as soon as possible and in each event no later than the end of the current tour of duty. The criteria established for property or equipment being used, maintained, or secured in a proper manner are the presence or absence of negligence, indifference, or carelessness on the part of the member. Employees shall insp ect all Department property and equipment both before and immediat ely after use. Any damage, defects, or hazardous conditions existing shall be immediately reported to the member's or employee's immediate supervisor. Employees shall not relinquis h Departm ent property and equipment assigned to or used by them to any per son other than members of the Department. When not in physical control of Department property and equipment assign ed to them, used by them, or under their control, members and employees shall make an effective effort to secure the property or equipment a gainst loss, theft, or damage . Employees have an enhanced duty and responsibility to safeguard and maintain control and custody of Department -owned and issued equipment that is inherently dangerous (firearms) or whose use or operation by a citizen may enda nger or harm the citizen, a law enforcement officer, or any member of the public. 500-2, CARE OF DEPARTMENT BUILDI NGS Employee s shall not mar, mark, or deface any surface in any Department building. No materials shall be affixed in any way to any wall in Department buildings without the specific authorization of a supervisor . 500-3, NOTICES Employees shall not mark, al ter, deface, nor remove without authorization any posted notice of the Department. Notices or announcements shall not be posted on bulle tin boards without the permission of a supe rvisor . 500-4, SURRENDER OF DEPARTMENT PROPERTY Upon separation from the Department, employees are required to surrender all property in their poss ession that was issued by this Department . 500-5, SAFE DRIVIN G OF POLICE VEHICLES The driver of any police vehicle shall operate the said vehicle reasonabl y and s afely, exercising due caution and judgment. The driver of any police vehicle involved in any collision , regardless of the extent of injury or property dam age, shall report the incident to their supervisor as soon as possible and , in any ev ent, no later than the end of the curre nt tour REGULATION 500 Page 2 2 of duty. The driver shall operate the vehicle in compliance with the motor vehicle laws and traffic regulations of the City and State except when actually in pursuit of a violator or responding to an eme rgency. Members shall adhere to additional current Department directives on high-speed driving. 500-6, REPAIR OF VEHICLES BY PRIVATE CONCERNS No repair work, services, or alt erations of any kind shall be permitted to be performed on any police vehicle b y any person, firm, or concern unless specifi cally authorized by the department . 500-7, TRANSPORTING CITIZENS Citizens shall be transported in Department vehicles only when n ecessary to accomplish a police purpose. Such transportation will be done in conformance with Department policy or at the direction of a supervisor . 500-8, MANAGEMENT PREROGATIVES, DEPARTMENT ASSIGNED EQUIPMENT Employees are hereby placed on notice that equipm ent such as lockers, desks, files, and cabine ts assigned to them as a condition of their employment are subject to inspection by the Department, with the authorization of the Chief, at any time , with or without notice. 500-9, DEPARTMENT TELEPHONES Depa rtment phones are primarily intended for use in conducting Department business and any member or employee using such phones does so with that knowledge and understanding. 500-10, VALID DRIVER’S LICENSE REQUIRED All members must maintain a valid dri ver’s license. All employees whose responsibilitie s include the operation of a City vehicle must maintain a valid driver’s license. 500-11, USE OF CITY EQUIPMENT WHILE PARTICIPATING IN PUBLIC DEMONSTRATIONS Employees of this Department are expressly for bidde n from participation in any march, picket, or other similar action in support or non -support of any issue seeking public attention, political support, or action while utilizing, wearing , or openly displaying any article of City property including the police uniform. 500-12, USE OF SEAT BELTS All Police Department employees must wear seat belts where provided including when operating or riding in personal vehicles while on City business. Any occupant of a City vehicle will be required to use seat be lts. This includes prisoners unless the threat of violence o r exigent circumstances make applying the seat belt a higher risk to the officer and prisoner than transporting without the use of a
