EDGEWOOD POLICE DEPARTMENT REGULATION
REGULATION 300 – GENERAL CONDUCT ON DUTY

300-1 PROHIBITED ACTIVITIES ON DUTY OR WHILE IN UNIFORM
Employees are prohibited from engaging in the following activities while on duty or in uniform (with the exceptions as noted) :
a. Sleeping or loafing;
b. Recreational reading, not in furtherance of official duty;
c. Conducting private business;
d. Carrying any article which distracts from the proper performance of police duty;
e. Drinking intoxicating beverages (except in performance of a police duty, and then, only with the specific consent
of a commanding off icer and never in uniform);
f. Gambling (unless to further a police purpose);
g. Taking photographs or videotaping not in the furtherance of official job responsibilities (unless written authorization
is obtained from the Chief of Police).
300-2 LOITER ING
All members on duty or in uniform shall not enter taverns, theaters, or other public places except to perform a police task.
Loitering and unnecessary conversation in such locations are forbidden.
300-3 NATIONAL COLORS AND ANTHEM
Uniformed members shall render full military honors to the national colors and anthem at appropriate times. Members and
employees in civilian dress shall render proper civilian honors to the national colors and anthem at appropriate times.
300-4 PUNCTUALITY AND ABSENCES
PUNCTUALITY: Employees shall be at their place of work at the prescribed time unless excused by competent authority.
This regulation applies to employees who are less than one hour late (0 -59 minutes). Each incident occurring within 180
days of two previous incidents shall constitute a violation even if a previous incident was included in a prior violation.
UNAUTHORIZED ABSENCE: An unauthorized absence is an absence in excess of one hour from duty on the date, time,
and place specified by duty assignment un less excused by the appropriate authority.
REPETITIVE ABSENCES: A pattern of occurrences, indicating abuse or excessive use of sick leave time.
300-5 RELIEF
All employees shall remain at their assignment and on duty until properly relieved by another me mber or employee or until
dismissed by competent authority.

300-6 MEALS
Members may, subject to current workload, suspend police duty for a meal period on one occasion during any one tour of
duty. Subject to modification of the Chief of Police , meal periods shall be taken within the assigned duty area of the member.
300-7 REPORTING
Employees shall promptly submit such reports as are required by the performance of their duties or by competent
authority.
300-8 FITNESS FOR DUTY
All members of the Department shall maintain a physical and psychological health status , that facilitates the performance
of essential job duties in an effective manner, as described in the employee ’s job description, and protects the health and
safety of oneself, other s, and property .
Only a City’s contracted physician and/or other authorized psychological services can assess an employee’s fitness for duty
utilizing the employee’s job description.
300-9 USE OF ALCOHOL AND INTOXICANTS
Alcohol is defined as any distill ed spirits, wine, malt beverages, or intoxicating liquors.
Intoxicants are any substance, such as alcohol, that impairs a person to the point where physical and mental control or
abilities are diminished.
Employees shall not use an intoxicant four hours prior to reporting for duty and at no time shall employees be intoxicated
while on duty.
300-10 USE OF DRUGS
Employees shall not use illegal drugs or controlled substances, use another’s prescription drugs, nor misuse any
prescription drugs.
300-11 ALCOHOL ON DEPARTMENTAL PREMISES
Employees shall not bring into or keep any alcohol on Departmental premises except when necessary in the performance
of a police task. Alcohol brought into Departmental premises in the furtherance of a police task shall be properly identified
and stored according to current policy.
Alcohol tendered to an employee during an appropriate gift -giving occasion (e.g. , Christmas, birthday) on Departmental
premises shall be exempted from this regulation as long as the alcohol re mains closed with the original manufacturer’s
seal intact.

Smoking, use of tobacco or tobacco -like products by employees shall not be permitted in Department buildings, D epartment
work areas , or in any Department vehicles. When using such products elsewhere, discretion, good judgment, and prudence
shall be exercised so as not to offend others. Employees shall not allow any form of tobacco or tobacco -like products to
remain in their mouths while in public view.
For the purposes of this regulation, tobacco product includes but is not limited to any tobacco or tobacco -like substitute in
the form of cigarettes, cigarillos, cigars, pipes, cloves, chewing tobacco , snuff and dip. The defini tion also includes but is
not limited to any facsimile device similar to electronic cigarettes (e -cigs), vapor pens, atomizers and vaporizers.
This regulation further defines “smoking” as the possession of a lighted tobacco product or simulated tobacco pr oduct that
