EDGEWOOD POLICE DEPARTMENT REGULATION
REGULATION 200 – PROFESSIONAL CONDUCT AND RESPONSIBILITIES

200-1, STANDARDS OF CONDUCT
Employees shall not engage in any conduct which constitutes neglect of duty, conduct unbecoming an officer or City
employee, or any act that is likely to adversely affect the discipline, good order , or repu tation of the Departmen t.
200-2, ASSISTANCE
All members are required to take appropriate police action toward aiding a fellow peace officer exposed to danger or
in a situation where danger might be impending.
200-3, GENERAL RESPONSIBILITIES
Within th e City, members shall a t all times take appropriate action to:
a. Protect life and property.
b. Preserve the peace.
c. Prevent crime.
d. Detect and arrest violators of the law.
e. Enforce all federal, state, and local laws and ordinance s coming within Departmental jur isdiction.
200-4, DUTY RESPONSIBILITIES
A. Performance
Members shall, at all times, respond to the lawful orders of superior officers as well as calls for police assistance
from citizens. The administrative delegation of the en forcement of certain la ws and ordinances to particular units
of the Department does not relieve members of other units from the responsibility of taking prompt, effective
police action within the scope of those laws and ordinances when the occasio n so requ ires. Members assigned
to special duties are not relieved from taking proper action outside the scope of their specialized assignment
when necessary. All members shall perform their duties as required or directed by law, Departmental rule, policy
or order, or by order of a super ior officer, including any order of a superior officer relayed to the member by
another member.
B. Assignments
When an employee is assigned to any area, whether it be a district, post, beat, stakeout, or any other place, it
shall be that employee's res ponsibility to remain within his /her assigned area unless he /she is granted
permission to leave that area by competent authority. If time is of the essence and competent authority to leave
an assigned area is not secured, th e employe e shall be responsible for justifying his or her action.
Employees in doubt as to the nature or detail of their assignment shall seek such information from their
supervisors by going through the chain of command.

A. Incompetence
An employee will be determined to be incompetent in his /her job performance when the employee has shown an
inability to meet reasonable measures of job performance or to maintain established standards of efficiency.
Depending upon the circumsta nces , the Department wi ll undertake appropriate action including counseling,
retraining, transfer, demotion, or discharge of such employee.
B. Carelessness
An employee may be determined to have impaired or jeopardized the proper and efficient op eration o f the
Department due to his/her carelessness or by the employee's negligent job performance under this provision
where he /she acts or fails to act : either in a deliberate or willful manner that reflects a reckless or wanton
disregard for l ife, safety, or p roperty; or in a manner contrary to acceptable standards of performance; or that
results or could have resulted in injury, danger , or damage to others or to their property.
Furthermore, repeated incidents of minor carelessness or a patt ern of errors, ne glect and/or inattentiv eness to
job performance are of equally serious nature and will not be tolerated.
Each case of carelessness or neglect will be evaluated and considered on its merits and will result in appropriate
administrative o r disciplinary ac tion up to and includin g discharge of the employee.
200-6, INSUBORDINATION
Any employee who deliberately refuses or fails to obey any lawful order given by a superior officer/supervisor or who
engages in mutinous conduct such as showing gross and direct disrespect to a superi or officer/supervisor shall be
guilty of insubordination and in violation of this regulation and may be released from duty as outlined in City Policy
and Procedures Manual.
200-7, KNOWLED GE OF LAWS AND RE GULATIONS
Every member is required to establish a nd maintain a working knowledge of laws and ordinances in force in the City.
Every employee is required to establish and maintain a working knowledge of rules and policies of the Department ,
and orders of t he Department . In the event of improper action or breach of discipline, it will be presumed that the
employee was familiar with the law (members only), rule, or policy in question.
200-8, OBEDIENCE TO LAWS AND DEPA RTMENT PROCEDURES
A. Obedience to Laws
Employees shall observe and obey federal and sta te laws; county and municipal ordinances.
B. Obedience to Policies and Procedures , General Orders , and Other Written Directives
Employees shall observe and obey Department policie s and procedures , General Orders, and all other written
directives.
C. Compliance with Operational Manuals

Employees assigned to specialized units that are governed by operational manuals shall adhere to procedures
and policies contained in the manuals.
