1 EDGEWOOD POLICE DEPARTMENT REGULATION REGULATION 100 – FORMAL ORGANIZATION EFFECTIVE: 3/30/2023 DISTRIBUTION: ALL EMPLOYEES REVIEW RESPONSIBILITY: CHIEF OF POLICE ACCREDITATION CHAPTERS : 1, 7, 17 CHIEF OF POLICE: DEAN D ESCHRYVER 100-1, FORMAL ORGANI ZATION The Police Department shall be composed of sworn and non -sworn employees. The strength of the Department shall not exceed the number of personnel authorized by City Council . 100-2, CHIEF OF POLICE (CHIEF EXECUTIVE OFFICER – CEO) Defined: Shall me an any person so appointed by the Mayor with the approval of City Council. Duties: The Chief of Police or Chief Executive Officer (CEO) shall: a. Assume command of, exercise leadership over, and direct the operation of the Edgewood Police Department. b. Train his/her immediate subordinates to be able to assume the duties and responsibilities of his/her office on a temporary basis. The rank of Chief of Police (CEO) shall be designated by collar insignia that are four stars, gold in color. Note: The Chief o f Police and Chief Executive Officer (CEO) will be used interchangeably throughout this Regulation and other directives that make reference to the Chief of Police. 100-3, ACTING CHIEF OF POLICE (ACTING CHIEF EXECUTIVE OFFICER – CEO) In the absence or inc apacitation of the Chief of Police (CEO) , the command of the Department shall be assumed by the person designated by the Chief of Police or appointed by the Mayor. 100-4, MANAGEMENT STAFF Defined: Shall mean all sworn personnel above the rank of sergea nt and the Chief of Staff. Duties: The management staff shall: a. Assist the Chief in the management of the Department b. Counsel and advise the Chief. c. Perform other related duties as directed by the Chief. 100-5, COMMANDING OFFICERS Defined: Shall mean any sworn officer with the rank of lieutenant or higher or any other member or emplo yee so designated by the Chief. 100-6, SUPERIOR OFFICERS REGULATION 100 Page 2 2 Defined: Shall mean any member operating in a training capacity over police recruits , any member with the rank of sergeant or higher , or any other employee so designated by the Chief of Police . 100-7, SUPERVISORS Defined: Shall mean employees who have as one of their major responsibilities the general authority in the interest of the Edgewood Police Department to d irect other employees or members: the review of personnel issues , or the recommendations of such action or their performance. Supervisors shall assign, reward, supervise, and train subordinates. Supervisors shall recommend dismissals, transfers, suspension s, demotions, recalls, and discipline. Employees shall be accountable to only one supervisor at any given time. 100-8, DUTIES OF SUPERVISORY MEMBERS Police Lieutenant: A Police Lieutenant shall, when so assigned: a. Assume command of, exercise leadership over, perform the duties of a supervisor, and direct the operation of any assigned officers within the Department. b. Train his/her immediate subordinates to be able to assume the duties and responsibilities of his/her office on a temporary or emergency basi s. c. Perform other related duties as directed by superiors. A Police Lieutenant shall hold the rank equivalent to a military second lieutenant and wear collar insignia that are second lieutenant single bars, gold in color. Police Sergeant: A Police Sergean t shall, when so assigned: a. Exercise leadership over, perform the duties of a supervisor, and direct the operation of any assigned officers within the Department. b. Be capable of being assigned as an investigator to any unit within the Department. c. Train his/her immediate subordinates to be able to assume the duties and responsibilities of his/her office on a temporary or emergency basis. d. Perform other related duties as directed by superiors. A Police Sergeant shall hold the rank equivalent to a military E -5 sergeant and wear sleeve insignia that are three chevrons, gold in color. 100-9, DUTIES OF NONSUPERVISORY MEMBERS Police Officer ( including Police Officer First Class ): A Police Officer shall: a. Be assigned to any unit within the Department. b. Perform such duties as required by Department rules and regulations and any other duties assigned by superiors. c. Not necessarily assume that when he /she is assigned to a unit to which no person of supervisory rank is assigned, he /she is responsible for the supervision o f that unit. Civil Service Rank Police Officers holding that Civil Service Rank shall not be designated by an equivalent military rank. REGULATION 100 Page 3 3 Career Development Ratings : Officer First Class , when certified as such by the Chief of Police or his/her designee s, shall be authorized to wear a single, gold chevron on the uniform sleeve. 100-10, POLICE RECRUIT Defined: Shall mean a fully -sworn member of the department who completed the academy but has yet to complete the Field Training Program and their probatio nary period. Duties: A Police Recruit shall: Be the same as for nonsupervisory members. 100-11, RESERVE OFF
