EDGEWOOD POLICE DEPARTMENT REGULATION
REGULATION 000 - DEFINITIONS

000-1, CH AIN OF COMMAND
Chain o f Command shall mean that each employee is responsible to a superior employee of the next highest rank and
responsible for those of subordinate rank.
000-2, CHIEF
Chief shall mean the Chief of Police of the Edgewood Police Departmen t.
000-3, CITY
City shall mean the City of Edgewood .
000-4, PROFESSIONAL STAFF
Professional Staff shall mean any non -sworn employee of the Department.
000-5, COMMANDING OFFICER
Commanding Officer shall mean any sworn officer above the r ank of sergeant or any other employe e so designated by
the Chief.
000-6, COMPETENT AUTHORITY
Competent Authority shall mean that authority possessed by any superior, supervisor, or commanding officer.
000-7, DEPARTMENT
Department shall mean the Edgewood Police Departm ent.
000-8, DIRECT IVE
Directive shall mean any order issued by any employee or supervisor authorized by the Chief of Police to issue such
orders.
000-9, EMPLOYEE
Employee shall mean any employee of the City of Edgew ood (sworn/non -sworn) .

000-10, MA NUAL
Manual shall mean a controlled and indexed collection of Department written directives.
000-11, MEMBER
Member shall mean any duly-appointed police officer in the Department.
000-12, OFFICER -IN-CHARGE
Officer -in-Charge shall mean the ranking Dep artment employee in volved in any given police incident.
000-13, ORDERS
Orders shall mean commands or instructions, oral or written , given by one employee or supervisor to employees of
lesser rank.
000-14, PART -TIME OFFICERS/CERTIFIED PA RT-TIME OFFICER S
Part-time office rs shall mean and include those persons who are members of the Edgewood Police Reserves, and
who work less than forty (40) hours per week as police officers; but, who have completed the training required of full -
time officer s in accordance with s tate law, and are sworn with full police powers. Such part-time officers shall perform
duties and exercise authority parallel to that of a full -time police officer ; except that part-time officers shall not be
permitted to ride solo pa trol.
Certified Part -time Offic ers shall include those part-time officers who have completed the prescribed Departmental
Field Training Officer Program (FTO); and as a result shall be permitted to ride solo patrol.
000-15, POLICE RECRUIT
Police Recruit shall mean a fully-sworn mem ber of t he de partment wh o completed the academy , orientation period ,
and has yet to complete the Field Train ing Program and their probationary period.
000-16, POLICE INCIDENT
Police Incident shall mean any occurrence or incident suggesting or requiring po lice action or service by emp loyees of
the Departme nt.
000-17, SENIOR OFFICER
Senior Officer shall m ean a Department employee in any given rank with the longer service in that rank.

Shall mean s a mandatory requirement.

000-19, SHIFT
Shift shall mean an establi shed daily tour of dut y.
000-20, SUPERIOR OFFICER
Superior Officer shal l mean any member operating in a training capacity over police recruits, any member with the rank
of Sergeant or higher, or any other employee so designa ted by the Chi ef of Police.
000-21, SUPERVISOR
Supervisor shall mean employees who have as one of the ir major responsibilities the general authority in the interest of
the Edgewood Police Department to direct other employees , the review of personnel prob lems or the rec ommendation
of such action or their p erformance. Supervisors shall assign, reward, super vise, and train subordinates. Supervisors
shall recommend dismissals, transfers, suspensions, demotions, recalls, and discipline.

Through Channels s hall mean via the chain of command.
