47.3 TAKE HOME VEHICLE POLICY Page 1 of 4 EDGEWOOD POLICE DEPARTMENT GENERAL ORDER # 47. 3 TAKE -HOME VEHICLE POLICY Revised Date: November 17, 2023 The purpose of this policy is to provide this department with a policy to regulate how department vehicles are assigned and regulate the Take -Home Vehicle Program . This policy sets guidelines for such utilization and ensures that department owned vehicles are used with the department's mission in mind. It shall be the policy of the Edgewood Police Department that vehicles will be assigned according to the needs of the department and vehicle availability. Assigned vehicles are a privilege not a right. This General Order consists of the following numbered sections: I. Classifications of Vehicle Use II. Vehicle Utilization III. Restrictions on Use IV. Care and Maintenance of Department Vehicles V. Responsibilities when Using Department Vehicles VI. General Provisions I. CLASSIFICATIONS OF VEHICLE USE A. Full Use Vehicles — This classification is for administrative staff of the rank of Lieutenant of higher. The se vehicles may be used to transport an employee to and from work and while off duty within those counties contiguous to Orange County. Dependents may be transported in these vehicles. Those personnel who are placed on-call and are subject to callback may use their assigned vehicle under the Full Use Vehicle classification . Note: Full use vehicles are restricted to unmarked cars. B. Limited Use Vehicles - This classification may be used as part of the Take -Home Vehicle Program to transport the employee to and from work or to a nd from extra - duty jobs. It remains the prerogative of the Chief of Police whether or not to assign vehicles and designate their use classification . II. VEHICLE UTILIZATION 47.3 TAKE HOME VEHICLE POLICY Page 2 of 4 A. Operators of department owned vehicles shall conform to all federal, state, county and municipal motor vehicle laws. B. Operators of department vehicles shall possess a valid Florida driver license and keep it on their person while operatin g any department owned vehicle. C. Personnel shall exercise good judgment while operating departme nt owned vehicles. Department owned vehicles will not be operated in such a manner that will cause embarrassment or reflect discredit upon the department. D. Personnel assigned a Limited Use Vehicle may use their vehicle as part of the Take - Home Vehicle Program if their residence is within thirty -five (35) miles of the city limits. The mileage will be “Arrow Miles” determined from 5565 S. Orange Avenue . E. Take -Home Vehicle Program Cost: Personnel residing within Edgewood city limits will not be required to pay a fee for fuel costs. Personnel whose residence is not located within the city limits shall follow this fee schedule: 1. Up to 10 Miles from 5565 S. Orange Avenue - $5 per pay period. 2. >10 Miles to 15 Miles from 5565 S. Orange Avenue - $10 per pay period. 3. >15 Miles to 20 Miles from 5565 S. Orange Avenue - $15 per pay period. 4. >20 Miles to 25 Miles from 5565 S. Orange Avenue - $20 per pay period. 5. >25 Miles to 30 Miles from 5565 S. Orange Avenue - $25 per pay period. 6. >30 Miles to 35 Miles from 5565 S. Orange Avenue - $30 per pay period. F. On an annual basis, it will be the responsibility of each supervisor to verify the residency and mileage from 556 5 S. Orange Avenue of the personnel under their command who are participating in the Take -Home Vehicle Program. G. When an employee submits a change of address memorandum, it shall be the responsibility of the supervisor to verify the new address is within 35 miles of 5565 S. Orange Avenue and make appropriate changes to the Take -Home Vehicle Costs . H. If a vehicle needs servicing, the affected member may drive a pool car during the time their vehicle is being serviced if available. It is the responsibility of the officer to coordinate the maintenance with the city fleet management person. I. Officers operating a marked police vehicle off duty are expected to take appropriate police action when warranted. Any action taken outside of Edgewood's jurisdiction must be in conjunction with the Mutual Aid agreements in effect and consistent with applicable written directives. J. If an officer takes enforcement action in an approved jurisdiction, he/she shall notify the Edgewood on duty supervisor or immediate supervisor and assure that the jurisdiction within which he/she has taken enforcement action is notified. Notification should be made prior to the enforcement action whenever possible. However, subsequent notice is acceptable if exigencies necessitate immediate action. K. Off duty officers shall refrain from using their police powers in the approved jurisdictions unless the incident is life threatening or of an emergency nature. Traffic viola tions and misdemeanors are normally not emergency situations. L. In the event enforcement action is taken in an approved jurisdiction by an off duty officer, the on duty supervisor shall coordinate a command staff member's response to the scene of the ac tion. 47.3 TAKE HOME VEHICLE POLICY Page 3 of 4 M. When responding to an incident or when taking enforcement action, personnel are required to assume full responsibility for the situation until relieved by on duty personnel. N.
