Policy Delano Police Department 703 Delano PD Policy Manual Vehicle Use 703.1 PURPOSE AND SCOPE The purpose of this policy is to establish a system of accountability to ensure department vehicles are used appropriately. This policy provides guidelines for on- and off-duty use of department vehicles and shall not be construed to create or imply any contractual obligation by the City of Delano Police Department to provide assigned take-home vehicles. 703.2 POLICY The Delano Police Department provides vehicles for department-related business and may assign patrol and unmarked vehicles based on a determination of operational efficiency, economic impact to the Department, requirements for tactical deployments and other considerations. 703.2.1 SHIFT ASSIGNED VEHICLES Personnel assigned to routine scheduled field duties shall log onto the in-car computer inputting the vehicle number and mileage when going on duty. If the vehicle is not equipped with a working in-car computer, they shall notify [comCenter] the vehicle number and mileage to be noted. If the employee exchanges vehicles during the shift, the new vehicle number shall be entered. The [watchCommander] shall ensure that personnel assignments and vehicle numbers are either entered by the officer with the in-car computer or by central dispatch by checking the assignment file in Tracnet. Employees shall be responsible for inspecting the interior and exterior of any assigned vehicle before taking the vehicle into service and at the conclusion of their shift. Any previously unreported damage, mechanical problems, unauthorized contents or other problems with the vehicle shall be promptly reported to a supervisor and documented as appropriate. All Police vehicles shall remain locked and the engine off when unattended. The only exceptions are when the vehicle is housing a K-9, traffic control, or traffic stops. 703.2.2 DETECTIVE BUREAU VEHICLES Investigators assigned to the Detective Bureau shall be assigned a vehicle for use. Vehicles are authorized to be taken home, however, the assigned investigator shall be armed at all times when operating their assigned Department vehicle. Further, investigators shall be appropriately dressed and in possession of their badge and Department identification when operating assigned vehicles. Vehicles shall be operated both on and off-duty in a manner consistent with the policies of the City of Delano Police Department and this Department. 703.3 ASSIGNED VEHICLE AGREEMENT Members who have been assigned a take-home vehicle may use the vehicle to commute to the workplace and for department-related business.
