Policy Delano Police Department 307 Delano PD Policy Manual Firearms 307.1 PURPOSE AND SCOPE This policy provides guidelines for issuing firearms, the safe and legal carrying of firearms, firearms maintenance and firearms training. This policy does not apply to issues related to the use of firearms that are addressed in the Use of Force or Officer-Involved Shootings and Deaths policies. This policy only applies to those members who are authorized to carry firearms. 307.2 POLICY The Delano Police Department will equip its members with firearms to address the risks posed to the public and department members by violent and sometimes well-armed persons. The Department will ensure firearms are appropriate and in good working order and that relevant training is provided as resources allow. 307.2.1 HOLSTERS Handguns shall be carried in department-approved level II or higher retention holsters only. Plainclothes or undercover officers are exempt from this requirement, however, all holsters, irrespective of assignment, shall be a level 2 or higher holster. All holsters are subject to the approval of the Chief of Police or Range master. All holsters shall be of high quality and reputable manufacturer. Absent exigent circumstances no officer will carry a handgun on them without a holster. Definitions on levels of retention. Level I Is a holster that has a security device such as snaps, straps, or thump break whereby an officer requires the unsnapping of the thumb break, strap or snap to remove the firearm from the holster will be considered a Level I type holster. Level II Is a holster that the officer is required to take the first action such as disengaging the primary security device (snap, strap, thumb break) as part of a normal draw. Disengaging the trigger guard snap (second action) to allow the officer to pull it from the holster will be considered Level II type holster. Level III Is a holster that requires the officer to disengage the strap, snap, or thumb break (first action) and trigger guard snap (second action). Activating the holster’s molded ejection port detent (third action) to allow the officer to pull it from the holster will be considered Level III type holster.
