Pandemic Plan
208.1 PURPOSE AND SCOPE
This policy represents the Delano Police Department's response to and recovery from an
emergency caused by a pandemic that affects services provided to the citizens of Delano.
This pandemic policy addresses the essential and critical resources needed to ensure the
communication infrastructure remains responsive to the requirements that allow for effective
response to public safety concerns and services provided to the citizens of Delano.
208.2 RISK ANALYSIS
Pandemics can occur at any time and are potentially disruptive to providing essential services to
the public. The focus of this plan is the level of service disruption that could arise from a pandemic
and preparation for response and recovery. A pandemic outbreak can be an extended event
with different outbreaks that could last from six to 8 weeks. During this time absenteeism and
interruption of services may be adversely affected. This plan outlines our policies and procedures
for responding to and recovering from a pandemic outbreak that significantly disables staff and
affects the department's ability to provide services to the community. It is recognized that in the
event of an actual situation, modifications to the plan may be necessitated to ensure the safety
of personnel, and the community.
208.3 STATEMENT OF INTENT
This pandemic plan is a documented strategy for the Delano Police Department's continuity
in the event of a widespread outbreak of a dangerous infectious disease. This pandemic plan
lays out how the department will continue to provide essential services through a sustained
period with significant employee absenteeism. This also specifies preventative measures for "non-
pharmaceutical intervention," which means, essentially, how the employees can minimize the risk
of a contagion by their actions.
This plan outlines our policies and procedures for responding to and recovering from a pandemic
outbreak that significantly disables staff and affects the department's ability to provide services to
the community. It is recognized that in the event of an actual situation, modifications to the plan
may be necessitated to ensure the safety of personnel, and the community.
208.4 POLICY
The principal objective of this policy is to develop, test and document an easily understood plan
that directs and informs employees in a manner that allows a quick response and recovery after
a pandemic outbreak such as influenza.
Each member of the department should be familiar with this policy and fully understand their duties
when the plan is implemented.
Employees must ensure that operational guidelines are adhered to after the implementation of
the plan.
