SPECIAL OPERATIONS COMPONENT SOP MANUAL- CHAPTER 8 CHAPTER 8 STRATEGIC ENFORCEMENT TEAM (SET) I. Introduction The Strategic Enforcement Team operates out of the Special Operations Component. The unit is comprised of a Unit Supervisor, Gang Intelligence Detective(s) and SET Detectives. The Unit Supervisor reports to the Special Operations Component Supervisor. Remaining personnel report to the SET. Supervisor. II. Purpose A. The primary intent of the Strategic Enforcement Team (SET) is to suppress, prevent and investigate criminal activity through progressive and innovative enforcement techniques, surveillance, intelligence gathering, and community awareness efforts; and to directly address any particular crime trends that arise in the city of Coral Springs. B. The Strategic Enforcement Team will adopt a philosophy of community oriented policing, in all phases of its operations. C. It is the responsibility of the Strategic Enforcement Team to collect, maintain and disseminate gang intelligence information. D. They will conduct pro-active patrols throughout the City for the purpose of preventing gang violence and activity. Contact with suspected gang members/associates shall be documented on the CSPD Criminal Gang Member/Associate Identification and Documentation Affidavit. Photographing of the subject shall be in in accordance with GO 52. III. Coordination with Other Units/Agencies A. The Strategic Enforcement Team will assist in the investigation of all reported crimes involving gang members and/or gang related activity. The Strategic Enforcement Team will make reasonable efforts to accommodate any unit within the Police Department requesting assistance B. SET Detectives shall maintain effective working relationships with the Division of Juvenile Justice, the Department of Corrections Probation/Parole division and the State Attorney’s Office Gang Unit. C. Maintaining a current central database for gang intelligence will include input from the various municipalities in Broward County, the Broward County Sheriff’s Department, and Law Enforcement Agencies in adjoining counties. D. The Strategic Enforcement Team responds to calls for assistance from the Broward County Multi-Agency Gang Task Force (MAGTF). SPECIAL OPERATIONS COMPONENT SOP MANUAL- CHAPTER 8 IV. Strategic Enforcement Team Supervisor – Sergeant A. The SET Supervisor is responsible for the day-to day operation of the unit. B. The SET Supervisor is responsible for the officer under their command as well as the work performed by the members of his unit. C. The Strategic Enforcement Team Supervisor’s duties include, but are not limited to: 1. Oversight and supervision of criminal investigations 2. Review and approval of operational plans 3. Case management 4. Associated administrative duties as outlined in SOC SOP Chapters 1-3. 5. Liaison to other City Departments in gang related matters. 6. Prepare lesson plans and conduct formal training sessions 7. Design and implement programs to educate local the community on gang activity in the City of Coral Springs 8. The supervisor must be capable of performing the duties of subordinates and act in the absence of superiors when required.
