CHAPTER 7
STREET INTELLIGENCE UNIT
I. Introduction
The Street Intelligence Unit (SIU) is part of the Special Operations Component. The unit is
comprised of a Unit Supervisor (Sergeant) and five officers. The Unit Supervisor is
responsible to the Special Operations Component Supervisor. The remaining staff is
responsible to the SIU Supervisor
II. Purpose
The Street Intelligence Officer’s mission is to improve the safety and quality of life for
residents of the City of Coral Springs.
III. Coordination with Other Units/Agencies
Street Intelligence Officers shall:
A.
Develop intelligence and confidential informants for other units of the police department,
including VIN, BEAR, the Criminal Investigations Component and Road Patrol.
B.
Assist the Special Investigations Unit with enforcement of city sex offender ordinance
C. Assist State Probation Officers and housing authorities as directed by partnership
agreement.
D. Work with the City Attorney regarding nuisance abatement matters.
E. Work with Code Enforcement regarding sanitary nuisances and other safety hazards.
F. Work with and assist Federal agencies with their domestic neighborhood policies.
G. Assist other units with tasks/investigations as directed by Component Supervisor,
Operations Deputy Chief, or designee.
IV.
Street Intelligence Unit Supervisor – Sergeant
A. The SIU Supervisor is responsible for the day-to-day operations of the unit.
B. The Supervisor is responsible for the officers under their command as well as the work
performed by members of the unit.
C. The Supervisor is responsible for all associated administrative duties as outlined in SOC
Chapters 1-3.
D. The Supervisor must be ready to assume and perform the duties of subordinates in order

to supplement staff shortages.
V.
Street Intelligence Unit Officers
A. Recruitment into the Street Intelligence Unit
The selection of Officers for the Street Intelligence Unit will be based on several
important characteristics that assure the success of the Unit. These characteristics
require a self-starting individual who has a high level of motivation, requires little
supervision, has a high degree of maturity and professionalism, and possesses a
positive attitude. All eligibility requirements and selection procedures will be in
accordance with General Order 17.
B. Minimum Qualifications
1. The candidate must have the ability to interact and work closely with the public in highly
visible situations and work in cooperation with other investigative units (VIN Unit,
Criminal Investigations Component). Candidates must also be flexible and available
on an as needed basis.
2. The best candidate will possess good physical conditioning, good interpersonal
relations skills and a desire to develop and carry out pro-active policing tactics.
He/she is committed to the teamwork concept, and use community policing as a
means to better understand the needs of the residents and create an information
exchange corridor.
C. The basic functions of Officers assigned to the Street Intelligence Unit:
1. Investigate crimes, offenses, locating wanted individuals, conduct surveillances, and
provide other services directly related to crime control, crime prevention, and criminal
apprehension.
2. Develop a positive relationship between Citizens and the Department. They will
also attend neighborhood and Homeowner Association meetings.
3. Conduct proactive problem-solving techniques and strategies to create a safer
environment for residents, business owners, and visitors.
4. Assist with landlords and tenant issues.
5. Develop and distribute actionable intelligence.
VI.
UNIFORMS AND EQUIPMENT
A. Due to the unique activities the Street Intelligence Officers are involved in, officers may
dress in standard uniform, bike uniform and tactical uniform or plain clothes when
necessary and approved by the street Intelligence Unit’s supervisor.
B. Members of SIU will receive uniforms and equipment as outlined in General Order 20 in
SPECIAL OPERATIONS COMPONENT SOP MANUAL - CHAPTER 7
addition to the items included in this SOP.
C.
The standard equipment for members of the Street Intelligence Unit is:
1. Binoculars
2. Tactical outer vest carrier with “Street Intelligence Unit” patch on back
3. Class B patrol uniform shirt or polo shirt with “SIU” on the sleeve
4. Rechargeable flashlight with holder
5. Street Intelligence Officers will have access to bicycles and necessary equipment
if/when needed.
6. Street Intelligence Officers will have access to unmarked vehicles when available.
7. Bicycle uniform – (1 pair of shorts, 1 bike shirt)
D.
A checklist of equipment received by each member will be maintained by the Street
Intelligence Supervisor. Members will initial the checklist as proof of receipt.
