SPECIAL OPERATIONS COMPONENT SOP MANUAL - CHAPTER 3 CHAPTER 3 LINE INSPECTION I. Purpose and Responsibility A. Line inspections should be an ongoing activity to ensure that employees are complying with agency requirements in areas of personal appearance, use and maintenance of equipment, and adherence to agency directives and orders. B. Line inspections also concern the status and condition of physical facilities within specific organizational components. C. Line inspections are a primary responsibility of supervisors and provide a method for achieving accountability within the agency. Line inspections shall be conducted in accordance with the Department General Orders concerning line inspections. D. Daily observations will be conducted in a manner consistent with Department needs and expectations. Each supervisor will ensure that department members are equipped and attired according to Department policy and all equipment is in working order. E. Inspections will include Department facilities, property, equipment, activities, and personnel under the command of the inspecting supervisor. I. Scope of Line Inspections A. Inspections shall be conducted by the Sergeant assigned to each squad/unit and their attention shall be directed to the following: 1. Personal appearance and grooming in accordance with the standards listed in GO 4A. 2. Uniforms: Supervisors shall ensure that all personnel are in the proper uniformfor their unit, if required, and that the clothing is in good condition, clean and pressed. 3. Leather: Leather goods, including shoes, shall be inspected for compliance with prescribed specifications. Accessories shall be worn as directed by Department procedures governing uniforms. 4. Vest carrier: shall be inspected for proper fit, acceptable condition, and expiration dates to include ballistic panels, badge, name tag, tourniquet, ASP and Taser. In addition, inspect other items worn on the uniform to verify all items are in compliance with General Orders and SOC Standard Operating Procedures. 5. Firearms: Firearms shall be inspected at least once a quarter by the Range Master. 6. Conducted Electrical Weapons (CEW): CEW functionality and a spark test shall be completed at the start of each shift. CEW cartridges shall be checked to make sure they are within expiration dates. If not, CEW cartridges shall be replaced according to General Order 3B. SOC/3 - 1 AMENDED OCTOBER 2023 SPECIAL OPERATIONS COMPONENT SOP MANUAL - CHAPTER 3 7. Driver Licenses: Quarterly, each member's Florida Operator's License shall be checked for expiration. (Personnel with expired licenses shall not be permitted to operate vehicles until their license is renewed.) 8. Vehicles: Vehicles shall be inspected at least once a quarter. Vehicle inspections shall ensure that the vehicle is in good working condition and it contains the proper equipment. Members driving marked vehicles shall contain equipment as described in Chapter 3 of the Patrol Standard Operating Procedures. 9. Miscellaneous equipment and property assigned to personnel shall be inspected to insure it is well maintained and in proper working condition. B. Supervisors shall conduct inspections in a fair and impartial manner, being cognizant of the fact that the goal of inspections is to further Department goals and enhance job performance. C. Supervisors shall ensure that noted deficiencies are remedied in a timely manner. (This could entail re-inspection to assure corrective action.) D. Inspections that reveal serious deficiencies in personnel, equipment or facilities will be documented in a written report to the next higher level of command. This report shall include a plan of action and target date for completion of corrective action and re- inspection (if this action is within the capabilities of the originating supervisor). E. If appropriate corrective action cannot be taken at that level, the report will continue up the chain of command until the proper level is attained. Each level shall document their actions and attach the documentation to the report. SOC/3 - 2 AMENDED OCTOBER 2023
