06.07 .0 PURPOSE The purpose of this general order is to establish policies and procedures for control, assignment, and use of the department’s speed detection device s. 06.07 .1 LOCATION ASSIGNMENTS A. Criteria for determining radar location assignments will be based on the history of accidents, co mplaints from the public, and the field supervisor’s or officer’s knowledge of traffic conditions. B. Only officer s with a valid certification in the use of speed detection devices shall operate the device . C. Officer s using a speed detection device will be responsible for following proper operating procedures for the device being used. D. Officers using a speed detection device shall be held accountable for its use according to the department procedure regarding the device . Individuals assigned to a speed detection device shall be responsible for damaged or missing parts which result from negligence. E. Operators of a speed detection device may issue a warning but shall not issue a traffic citation to any violator detected to be operating a vehicle less than five miles an hour in excess of the posted speed limit. F. Speed and traffic data recording equipment should be used as often as possible in areas where citizens are complaining of vehicles speeding. Use of the speed and traffic data recording equipment shall be requested through the District Commander . 06.07 .2 MAINTENANCE OF SPEED DETECTION DEVICES Upon the discovery that speed detection device parts are missing or that the device is not functioning properly, the device shall be taken out of service , and the officer’s immediate supervisor shall be notified. The immediate supervisor shall notify the Support Services Commander. JAMES S.
