CONCORD POLICE DEPARTMENT GENERAL ORDER TIRE DEFLATION DEVICES (TDD) GENERAL ORDER: 06.03 CREATED: August 30, 2006 ISSUE DATE: June 2 , 2025 CALEA STANDARD: 41.2.3 EFFECTIVE DATE: June 9, 2025 ACTION: Amends general order dated August 15, 2023 . 06.03.0 PURPOSE The purpose of this general order is to establish policies and procedures for the use of tire deflation devices. 06.03.1 POLICY It is the policy of the Concord Police Department to utilize tire deflation de vices (TDD) to prevent or end a pursuit in a safe and controlled manner. TDD may be deployed in circumstances that do not expose the officer or the public to an unreasonable risk of injury or property damage. 06.03.2 DEFINITIONS A. DEPLOYMENT Act performed by an officer by placing a tire deflation device onto a roadway or other surface, for the purpose of having the device struck by a suspect vehicle in order to deflate the vehicle ’s tires. B. TIRE DEFLATION DEVICE (TDD) Device specifically desi gned to puncture the tires of a fleeing vehicle, causing the tires to deflate in a controlled manner and render the vehicle less capable of further operation. 06.03.3 DEPLOYMENT A. The use of a TDD shall be authorized by a supervisor. B. Examples of situations where the deployment of TDDs may be considered: 1. There is reason to believe the suspect has committed an offense justifying his/her arrest or is in a fresh pursuit under General Order 09.03 Fresh Pursuit of a Vehicle and; 2. A suspect fails to stop their vehicle after being given notice of command to stop by blue lights and siren given by an officer or an officer from another agency; General Order 06.03 TIRE DEFLATION DEVICES (TDD) Page 2 of 3 3. The suspect ignores the obvious and vis ible efforts and warnings to a reasonable person in the suspect’s position; 4. A TDD may be used to prevent stationary vehicles from being moved in an attempt to flee; 5. As a pursuit prevention measure for stationary vehicles in situations such as a high-risk warrant service. C. During a pursuit, officers shall coordinate with other officer(s) and/or agencies deploying a TDD or assisting in a pursuit in order to ensure the safe and effective use of the device. 1. When the decision is made to deploy a TDD, pursuit units shall notify the officer deploying the device as far in advance as possible of the necessity of its use. 2. The officer deploying a TDD shall be in position at a predetermined location in sufficient time for proper deploym ent. All pursuit units shall be notified when the device is in place. 3. All TDDs shall be deployed in accordance with the manufacturer’s recommendations and Concord Police training guidelines. 4. The officer deploying a TDD shall secure the device immediately after use, in their patrol vehicle. This includes safely searching the immediate area where the TDD was used and collecting any spikes or points which may have become detached. 5. If a Concord Police vehicle is the primary vehicle in a pursuit while being assisted by another agency and a decision is made to deploy a TDD, the other agency shall be informed of the deployment, whenever practicable. D. Officer safety is the primary consideration when deploying a TDD. 1. Officers shall not place themselves in a location that unnecessarily threatens their personal safety (e.g., taking a position on the roadway directly in the path of a fleeing vehicle). 2. Officers shall safely position themselves to elude the suspect vehicle should the operator take evasive action to avoid striking the deployed TDD. 3. Officers shall choose a deployment location that provides concealment to avoid being targeted by the suspect vehicle operator. 4. Do not physi cally contact the cord at any time during deployment or other parts of the device while they are being run over. 06.03.4 DEPLOYMENT RESTRICTIONS A. Prior to utilizing a TDD, officers shall consider: 1. A reasonably safe location for the placement of the TDD; General Order 06.03 TIRE DEFLATION DEVICES (TDD) Page 3 of 3 2. Deployment locations should have reasonably good sight distances to enable the deploying officer to observe the pursuit and other traffic as it approaches. B. Deployment of a TDD shall not occur: 1. Within approximately 300 feet prior to a highly congested intersection; 2. On vehicles with less than four wheels; 3. On streets with heavy traffic, congestion, or construction; 4. On or unreasonably close to a sharp curve, or significantly sloped roadways; 5. On bridges or overpasses; 6. In areas where traffic, construction, special events, and/or activities may create situations where the use of the device would be inappropriate; 7. In locations where reasonable judgment under the circumstances would dictate avoidance. NOTE: Although not
