05.05 .0 PURPOSE The purpose of this policy is to establish policies and procedures for response to hazardous materials incidents within the City of Concord. 05.05 .1 GENERAL RESPONSIBILITIES A. Establish and maintain emergency lanes to provide for ingress/egress of emergency vehicles, evacuees, and other service vehicles. B. Maintain crowd and traffic control in all zones affected by the incident. C. Establish an ou ter perimeter of the evacuation distance when needed. D. Assign a contact officer with the incident commander. E. Maintain security at the command post. F. Control any evacuation procedures and coordinate same with the City of Concord Emergency Service Director. G. Primary responsibility during the evacuation is to notify an adult in each household and other person s in the evacuation area and direct them to the designated shelters or areas of safety. 1. Maintain security and isolation of the evacuatio n zone. 2. Notify evacuees when they may return. H. Crime scene control: If the incident is determined to be a crime scene, standard operational procedures shall apply. 05.05 .2 TRAINING A. All officers who are engaged in responding to a hazardous emergency situation shall be trained on the “Awareness” Level 1 as outlined in 13 N.C. Administrative Code 7C.0101 (A)(26) effective March 6, 1990. B. Officers shall not be permitted to participate in or supervise filed activities until they have been tra ined to a level required by their job function and responsibility. C. All mobile data terminals (MDT) will be equipped with a current Emergency Response Guidebook.
