II. ACCESSIBILITY AND DISBURSEMENT IV. APPLICATION OF FUNDS PURPOSE: The purpose of this procedure is to establish and maintain an expense accounting procedure for Official Investigative Funds (OIFs) appropriated by the City of Coconut Creek. This fund is administered by the Coconut Creek Police Department (CCPD) for use in official investigations at the security level that is necessary to protect the identity of the source of funds, information, or evidence and provide reasonable accountability of public funds. POLICY: OIFs are intended to be used by authorized Police Department personnel involved in the investigation of criminal activity, conducting confidential investigations, and for the purpose of purchasing illegal narcotics and stolen property. Payments may also be made to Confidential Informants (CIs) whose information is considered valuable in the arrest and prosecution of criminals. It is the policy of CCPD to establish general criteria for use of OIFs and to establish procedures for appropriate and reasonable audits of funds expended for investigation purposes. DEFINITIONS:
