General Order #162
Death and/or Serious Injury of Foreign Nationals
(Including illegal aliens and aliens with green cards)
Effective Date: March 18, 2015
PURPOSE: To provide guidelines for dealing with a foreign national's death or serious
injury.
162.1 GENERAL ORDER
If someone in our department learns of the death or serious injury of a foreign national
in our jurisdiction, we must ensure that the nearest consulate of that national's country is
notified. This will permit the foreign government to make an official record of the death
for its own legal purposes or provide services for the individual.
Steps to Follow When a Foreign National Dies or is Seriously Injured
When possible, determine the foreign national's country. In the absence of other
information, assume this is the country on whose passport or other travel documents
the foreign national has in his possession or where the next of kin tells you he is
from.
Keep a written record of the notification, by articulating the action taken on your
Incident Report. Forward the Consular Notification Form, along with the fax
confirmation receipt, to the Police Records and Telecommunications Unit.
Notification forms will be stored in the bins in the roll call room.
