Dealing with Foreign Diplomats, Consular Officers, Foreign
Dignitaries, and Foreigners
Effective Date: January 25, 2010
PURPOSE: To provide guidelines for dealing with foreign diplomats, consular officers,
foreign dignitaries, and other foreigners, who are protected by the International Treaties
Act and Florida State Statute 901.26.
112.1 GENERAL ORDER
Officers will maintain knowledge of the procedures and requirements of FSS 901.26 and
of the relevant training documents, distributed by the department, regarding the proper
conduct toward, handling of, and notifications needed, when stopping, detaining, or
arresting a foreign dignitary or other applicable individual.
Officers will notify their immediate supervisor, whenever coming in contact with such
individuals. Except in times of emergency, supervisors will approve the detention,
arrest, or release of any foreign person, under the provisions of the International
Treaties Act.
