EMERGENCY MOBILIZATION 1.1 POLICY: restore order in an expeditious manner. All Miami Police Department personnel shall follow the procedures outlined in 1.2 ORGANIZATION: 1.3 RESPONSIBILITIES: results: 1.4 PROCEDURES: There are five (5) operational phases implemented incrementally by 1.4.1 Operational Phases: increasing levels of threat. These operational phases are: (CALEA 46.1.5 a) 1.4.1.1 Phase I: officer. Phase II is handled with manpower and resources assigned to the Patrol Section. 1.4.1.2 Phase II: Commander or the Staff Duty Officer. 1.4.1.3 Phase III: Staff Duty Officer and instituted by the Field Operations Division Chief. Phase IV is handled with manpower and resources of the entire department. This 1.4.1.4 Phase IV: (CALEA 2.1.4) Chapter 1 1.4.1.5 Phase V: Sheriff’s governor or the adjutant general of Florida. (CALEA 2.1.4; 46.1.5 a) Upon the institution of any operational phase, the 1.4.2 Establishment of Command Post (CP): equipment. (CALEA 46.1.1; 46.1.3 b; 46.1.6 b) 1.4.2.1 CPCO will be as follows: Phase I: On-duty Patrol Commanding Officer or on-duty Patrol Sergeant. Commander. Operations Division Chief. After establishment of communications, the CPCO will ensure that radio(s) and 1.4.2.2.3 telephone(s) are manned. (CALEA 46.1.6 a) 1.4.2.2.4 mobilization.
