TITLE: TACTICAL RESPONSE TEAM (TRT)
PURPOSE: The purpose of this directive is to establish guidelines governing the
actions, activities and functions of the Tactical Response Team (TRT) whose primary
duty will be to augment daily patrol operations, police visibility and respond to
exceptional situations or high risk critical incidents including, but not limited to, Mass
Casualty Attacks. One of TRT’s missions is to provide a rapid, coordinated, and
complete response to Mass Casualty Attacks and Critical Incidents. TRT members will
also have the capability of serving warrants under special conditions, and provide
dignitary protection in the City of Doral, and perform other duties which would
otherwise exceed the capabilities of traditional law enforcement first responders.
SCOPE: This directive is applicable to all sworn employees of the Department assigned
to the Tactical Response Team.
POLICY: It is policy of the City of Doral Police Department to utilize the TRT
consisting of highly dedicated members with special skills, training and equipment to
respond to exceptional situations or high risk critical incidents within the City’s
jurisdiction or when requested pursuant to a Mutual Aid Agreement.
It is not the intent of this directive to stop on-scene sworn employees from taking
lifesaving action while waiting for TRT to arrive.
